The WCSA is seeking an experienced individual under the direction of the Manager of Engineering for an open Resident Project Representative (RPR) position. Provides on-site inspection and project support to contractors and WCSA maintenance staff during installation, replacement, and/or repair of water and sewer lines. Work is performed with a significant degree of latitude for the exercise of independent judgment and action. Problems encountered range from routine to complex in nature.
As an RPR you will play a crucial role serving as WCSA’s “eyes and ears” in the field. Looking for individual to support WCSA’s vision of providing superior water and wastewater service while fostering a safe work environment.
- Providing on-site observation and inspections to ensure work adheres to plans, specifications, and contract requirements for water and wastewater infrastructure projects.
- Preparing daily reports, including photographs, tracking material quantities, and verifying contractor pay requests. Maintaining accurate and readily available on-site records.
- Ability to identify and resolve issues in the field as they arise.
- The RPR shall have superior communication, analytical, and interpersonal skills, as well as practical experience with problem solving to enable communication of the problem and recognition of the potential consequences.
- Serve as the primary point of contact between the contractor, developer and other stakeholders.
- Thoroughly understand and interpret project plans and specifications.
- Notifying the contractor of non-compliance, reporting unrealistic tolerance requirements, and addressing problems that cannot be immediately resolved, escalating to the principal when necessary.
- Construction of projects according to the DEQ SCAT Regulation and VDH Office of Drinking Water Regulations
- Being safety-minded and reporting unsafe conditions to the contractor and WCSA management.
- Experience in water and sewer installation, chlorination and pressure testing.
- Experience dealing with environmental regulations, specifically erosion and sediment control.
- Proficient in utilizing computer.
- Self-motivated and ability to guide contractors or other individuals thru observed non-compliance for applicable construction and safety standards and provide direction to establish compliance.
- Preferred training and proficiency in VDOT Intermediate Work Zone Traffic Control, Confined Space, Trench Safety, Erosion and Sediment Control Inspector Certification.
- Minimum requirements are high school education and 5-10 years of related field experience with water and sewer projects.
