The Regional Building Inspector reports to the hiring City Manager. The Regional Building Inspector shall carry out policies, procedures, codes, ordinances, State, and Federal regulations. The Regional Building Inspector carries out all aspects of the Cities’ permitting processes and inspections.
· Interfaces extensively with external builders, engineers, architects, developers, and sub-contractors.
· Reviews residential and commercial plans for compliance with Cities’ zoning ordinances, applicable codes, and State and Federal requirements; compiles written reports and plan reviews.
· Conducts on-site inspections, as required by the Cities’ zoning ordinances, applicable codes and ordinances, files written reports of each inspection.
· Prepare reports for City Staff and City Councils as requested.
· Conducts required inspections during building condemnation procedures.
· Works with contractors and others to resolve problems; provides direction and assistance to contractors; identifies code violations, issues compliance letters and stop work orders to ensure enforcement of code requirements.
· Aids the public regarding the process for obtaining building permits, registering as a contractor, or meeting requirements for construction.
· Works with code enforcement officials to deal with substandard or dilapidated structures to bring those structures into compliance.
· Coordinates with code enforcement officers / fire marshals on various code compliance activities, including the abatement of dangerous or unsafe structures.
· Participate in pre-development and pre-construction meetings to answer questions and advise design professionals, contractors, developers, and the public relative to interpretation and application of the building codes.
· Coordinates and advises City Departments in matters related to building, construction, and code requirements.
· Assists in the preparation and administration of the department budget.
· Establishes and maintains an effective and respectful work relationship with City Officials, City Staffs, vendors, and the public.

· Must possess a thorough working knowledge of all building code regulations related to construction.
· Knowledge of and ability to interpret and apply applicable federal, state, and local laws, regulations, policies, and ordinances in the scope of duties.
· General knowledge of terms, symbols and techniques used by architects, engineers and designers in construction plans and specifications.
· General knowledge of data and format requirements for a variety of plats, maps, and diagrams.
· General knowledge of engineering and architect design principles and techniques.
· Excellent interpersonal skills to maintain good working relationships with the general public, contractors, other city employees, and city officials.
· Excellent organizational skills to keep thorough and accurate records of correspondence, permits, and inspections.
· Proficiency in use of personal computers, with experience using Microsoft Office applications.
· Experience with Tyler Technology ERP Pro 9 (Incode) software preferred.
· Ability to read and interpret building and site development plans and specifications.
· Ability to interpret complex statutes, ordinances, codes, and policies.
· Able to perform multiple tasks under pressure.
· Ability to enforce codes with firmness, tact, and impartiality.
· Ability to work independently in the absence of specific instructions with builders and the public.

Seven (7) years of construction experience, including four (4) years in general construction and three (3) years in plumbing/electric construction.
Certifications/licenses for this position: State of Texas Plumbing Inspectors License is required. International Code Council (ICC) Certified Building Official or other (ICC) certification or the ability to obtain within the first eighteen (18) months. Valid Texas Driver’s License.
