This role has the option to be a blend of remote and onsite work if department and business needs allow and with approval from direct supervision. Our hybrid remote work schedule combines three (3) days on premises with up to two (2) days remote.
This position assists with collecting data and conducting complex analyses, creating reports, drawing inferences, and making recommendations. This position serves as a resource for EKPC and member systems by performing analytical work that is broad in nature for a broad range of customers. In addition, this position works with Economic Development to calculate and advise on rate proposals to attract new loads.
- Assists with preparing supporting schedules, analysis, and testimony for use in EKPC and/or member system rate cases.
- Analyzes wholesale and retail special contracts and makes recommendations regarding pricing and PSC approval.
- Provides rate and regulatory analysis to a wide range of EKPC and member system staff and makes recommendations.
- Assists with updates to PSC including green power, environmental surcharge, DSM and cogeneration tariffs.
- Participates in the development of regulatory filings such as the Integrated Resource Plan and Certificates of Public Convenience and Necessity.
- Assists with development of annual variable O&M calculations for use in financial forecast and PJM cost-based bids.
- Assists with calculating the annual FERC Formula Transmission Rates. Provides ongoing analysis of transmission charges to EKPC¿s transmission customers.
- Provides rate proposal support to Economic Development personnel and EKPC members in the recruitment process of new loads. Develops and supports automated rate modeling tools.
- Researches environmental surcharge alternatives and monitors other utility filings on the environmental surcharge.
- Maintains database of member system rates.
- Monitors Commission Orders and analyzes their potential impact on EKPC.
- Assists in the development of alternative rates (e.g. facilities charges).
- Develops and analyzes benchmarking data of neighboring IOUs, G&Ts, and municipalities.
- Develops and maintains spreadsheets and databases.
- Routinely uses mathematical, financial, economic, and statistical models to complete tasks; creates models and interprets model output.
- Performs other duties as assigned.
- Bachelor’s degree in related area required. An equivalent combination of education and experience may substitute.
- Five (5) years of related experience.
- Kentucky regulatory experience preferred.
- Analytical skills with ability to learn and apply those skills in cost-of-service studies, financial accounting, cost accounting, economic evaluations, financial modeling and transaction analysis.
- Ability to conduct economic, financial, and/or policy research and analysis, identify issues and recommend possible courses of action.
- Basic knowledge of federal and state agency regulations and legal requirements related to electric utility operations.
- Basic knowledge of energy markets required.
- Ability to prepare thorough and accurate work products under pressure and time constraints.
- Provides thorough and timely communication to leadership and staff.
- Excellent interpersonal skills and ability to work effectively with personnel at all levels of the organization, including external contacts.
