Quality Specialist I – $50.95

Quality Specialist II - $54.22

Quality Specialist III - $60.22


POSITION SUMMARY:

Provide independent oversight of assigned areas to ensure effective implementation of the station’s Quality Assurance program and conformance with applicable requirements, regulations, and policies/procedures.


PRIMARY DUTIES AND RESPONSIBILITIES:

Provide oversight of assigned activities and effectively communicate the results to functional area work groups and plant management in order to:

Evaluate the effective implementation of the Quality Assurance program.

Identify opportunities to improve plant performance.

Comply with plant operating license requirements.

Perform independent quality oversight and assessments (audits, surveillances, and observations) of assigned activities.

Prepare and issue written plans and reports and communicate the results of oversight activities in a timely manner. Reports should also include recommendations to executive management regarding improvement initiatives identified during oversight activities.

Perform cross-disciplinary review of policies, directives, procedures, and instructions, to verify compliance to regulatory, industry and company requirements.

Develop, initiate, and revise procedures and provide qualified review of assigned procedures.

Document areas of noncompliance in accordance with approved procedures and provide for follow-up as appropriate.

Interface with industry peers and participate as assigned in industry organizations.

Maintain proficiency, qualification, and certification to ANSI N45.2.23 qualifications for Lead Auditor through education, communication skills, knowledge of codes and standards, regulations, and procedures (training).

Perform other duties as assigned by supervision/management.


Education and Experience Requirements:

These positions require a high school diploma or GED equivalent.

Certification can be obtained with the appropriate technical experience including credit for related Professional Credentials. Technical experience is subject to review and approval from the Manager of Quality Assurance.
Quality Specialist I requires Bachelor’s degree from an accredited institution (with preference given in Engineering, Physical Sciences, Mathematics or Quality Assurance). Two (2) years of Technical experience in engineering, manufacturing, construction, operation or maintenance, or

o Associate Degree from an accredited institution with preference given in Engineering, Physical Sciences, Mathematics or Quality Assurance. Four (4) years of Technical experience in engineering, manufacturing, construction, operation or maintenance.

Quality Specialist II requires Bachelor’s degree from an accredited institution (with preference given in Engineering, Physical Sciences, Mathematics or Quality Assurance). Five (5) years of Technical experience in engineering, manufacturing, construction, operation or maintenance with two (2) or more of those years in the nuclear field, or

o Associate Degree from an accredited institution must be in Engineering, Physical Sciences, Mathematics or Quality Assurance. Five (5) years of Technical experience in engineering, manufacturing, construction, operation or maintenance with two (2) or more of those years in the nuclear field.

Quality Specialist III requires Bachelor’s degree from an accredited institution (with preference given in Engineering, Physical Sciences, Mathematics or Quality Assurance). Six (6) years of Technical experience in engineering, manufacturing, construction, operation or maintenance with two (2) or more of those years in the nuclear field.

o Associate Degree from an accredited institution must be in Engineering, Physical Sciences, Mathematics or Quality Assurance. Six (6) years of Technical experience in engineering, manufacturing, construction, operation or maintenance with two (2) or more of those years in the nuclear field. Note: Not having a degree in one of the preferred disciplines (Engineering, Physical Sciences, Mathematics, Quality Assurance) will put more emphasis on years of experience in order to obtain Lead Auditor certification as required by ANSI N45.2.23 and the requirements in Quality Specialist Summary of Job Responsibilities and Requirements listed under CERTIFICATES, LICENSES, REGISTRATIONS.


CERTIFICATES, LICENSES, REGISTRATIONS:

The Quality Specialist I, requires the capability of certification within 24 months of being qualified to the requirements of ANSI N45.2.23 for Lead Auditor.
The Quality Specialist II requires the capability of certifications within 1 year of being qualified to the requirements of ANSI N45.2.23 for Lead Auditor.
The Quality Specialist III requires the capability of certifications within 6 months of being qualified to the requirements of ANSI N45.2.23 for Lead Auditor.
The term certifiable is defined as sufficient amount of education and points (as stated in ANSI N45.2.23) have been attained by the individual to become ANSI N45.2.23 lead auditor certified, with the formalized required lead auditor training and audit participation only lacking to become


Cognitive Skills:

These positions require the ability to read, analyze, and interpret complex documents, respond effectively to sensitive inquiries or complaints, and make effective and persuasive presentations on controversial or complex topics to senior leadership and executive management.

These positions require the ability to define problems, collect data, establish facts, and draw valid conclusions.


VISION:

These positions require the ability to pass vision requirements associated with company physicals as well as identify and distinguish colors.


NOISE:

This position requires the ability to work in moderately noisy environments.

These positions require good oral and written communication skills and the ability to effectively interact with various groups and management.

Some travel to other utilities, industry meetings or other events may be required.

Quality Specialist II, III positions require strong leadership and organization skills, flexibility to handle multiple simultaneous assignments and meeting deadlines.

Quality Specialist II, III positions require the ability to understand quality objectives related to oversight of processes, programs and systems, analyze facts and data in order to come to a logical conclusion. This experience will typically be gained through performing other forms of oversight such as assessments and surveillances.

Quality Specialist II, III positions require the ability to concisely communicate (both orally and in writing), plan, organize and lead a small team, chair meetings with tact, and propose adequate solutions to issues and problems in situations of conflict or stress.
