As a Public Utilities Specialist, GS-1130-9/11, (
Contract Administration and Settlements ), you will:- Assist in the processing of daily and short-term contracts and confirmation memos negotiated by the Trading Floor. Obtain Scheduling and Trading Floor approval then submit original for manager's signature. Reconcile, certify, and process brokerage bills for payment.
- As necessary, assist the coordination with Scheduling and Billing to jointly manage contract review, implementation and administration needs for all groups. Meet as needed with Front and Middle Office staff to troubleshoot and correct errors.
- Provide assistance in training and onboarding team members.
- Assist in organization and cataloguing of new contracts. Manage counter party data in software system of record (ETRM).
- Input contract data into the ETRM and Transaction Scheduling Systems (ISAAC), as required. As necessary, update contract templates and customer databases.
- Make recommendations to management for improvements in contract development, administration and implementation processes. Assist the effort in implementation. (Includes assisting in simplifying current tracking processes by providing recommendations for merging separate systems.)
- Manage special requests submitted by the Bulk Marketing team. Assist the effort in determining scope of work, preparing a work plan, and coordinating the participation of others as required. Produce reports to management, Account Executives, and Traders upon request. Conduct analyses of Trading Floor data and prepare ad hoc reports upon request.
As a Public Utilities Specialist, GS-1130-12, (
Slice Operations and Management ), you will:- Perform technical and administrative work in multiple aspects of a long-term power sells contract (the Slice/Block product) to support the design and implementation of computer simulation models.
- Provide technical and administrative support of defining customer energy access under the Slice contract, including analysis of the Federal Columbia River Power System's operational requirements, analysis of contract provisions, parameters in the customer's simulation of the hydroelectric system, and after-the-fact calls for reduction penalties.
- Coordinate with other groups within BPA in the design, development, and implementation of the Slice/Block product and the Slice simulator to ensure that Slice program decisions and implementation plans are consistent with BPA Policy, the Slice/Block contract and meet all requirements governing FCRPS operations.
- Review, analyze, and prepare evaluations of BPA and customer study assumptions and inputs used in computer simulations to determine whether the results are a 'reasonable representation' of the actual operations and operating constraints imposed on BPA in producing hydro-electric power.
- Conduct analysis of Slice contracts and complex Slice customer account data to enable senior staff and the Slice product manager to understand slice customers, their issues and concerns and to enable functional teams and management to anticipate sensitivities to current and future BPA and business initiatives.
- Support agency and PG policy efforts by performs Slice customer related technical analyses such as rate impact analysis and customer specific analyses and scenario development to provide data driven assessments of the Slice Product and its delivery.
As a Public Utilities Specialist, GS-1130-13, Trading Floor group of the Bulk Marketing), you will:
- Serve as the technical expert in Marketing. Proactively seeks energy, capacity and transmission trading opportunities by creating and maintaining excellent customer service and a comprehensive understanding of customer and BPA needs and capabilities
- Serve as a principal source of customer information and leads daily negotiations with customers for the purchase and sale of monthly, weekly, and daily commodity power products and services.
- Develop individual customer plans and strategies to maximize the net revenue from the purchase and sale of commodity power products.
- Monitor the California Independent System Operator (CAISO) evolving energy, capacity, regulation, resource adequacy and imbalance energy markets to identify, develop and implement marketing strategies that help the Trading Floor achieve annual secondary net revenue targets.
