Department Overview

Power Generation operates and maintains PG&E's hydroelectric, fossil, solar generation and battery storage facilities, providing approximately 5,300 megawatts of generating capacity for our customers. Our nearly 1000 coworkers are dedicated to delivering safe, reliable and cost-effective generation to California in an environmentally responsible manner. Our hydro facilities include 62 conventional hydro powerhouses, a pumped-storage facility, 98 reservoirs, 168 dams and more than 200 miles of canals and flumes, among other water conveyances. Natural gas-fired plants in operation are Humboldt Bay Generating Station in Eureka; Colusa Generating Station in Colusa County and Gateway Generating Station in Antioch. Several utility-scale solar generation plants also are operated and maintained, as well as PG&E’s successful entry into battery energy storage, our Elkhorn Battery facility at Moss Landing in Monterey County.


Position Summary

The Public Safety Specialist, Principal, will play a crucial role in enhancing public safety associated with PG&E’s generation assets. This individual will develop and implement a comprehensive Power Generation Public Safety Program that integrates and creates coordinated and consistent interactions with internal and external stakeholders. The ideal candidate will possess the ability to support multiple projects and stakeholders with a self-directed drive.

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.​

A reasonable salary range is:

California Minimum: $​125,000

California Maximum: $​215,000


Job Responsibilities

Develop and communicate an annual work plan for all business continuity and emergency planning requirements, including preparation, planning review and approval, training, exercises, and reporting. Analyze annual workload to appropriately balance and seek opportunities to increase efficiencies.

Update and maintain department policies, standards, and procedures related to Emergency Action Planning and Public Safety.

Ensure an adequate level of preparedness across all staff in their assigned emergency roles. Ensure the completion of preparedness activities across multiple departments in Power Generation depending on the level of the emergency.

Facilitate a standardized approach to facility safety strategies.

Direct emergency preparedness and public partnerships.

Develop strategies to mitigate public safety issues.

Oversee vendor supported strategies to remove safe access burdens not yet identified.

Serve as an advocate to resolve issues that are identified/raised during work with communities.

Coordinate with internal stakeholders and external stakeholders (schools, agencies, public officials, non-governmental organizations, trade organizations, general public) to evaluate prevention, preparedness, and response.

Establish communication and feedback mechanisms to address routine and regular contact to ensure understanding of expectations.

Enhance Preparedness/Response efforts related to Emergency Action Plans and Incident Comment System.

Address Programmatic Enhancements (e.g., On-Going benchmarking, risk assessment process, identification of additional standards and procedures needed).

Continue to monitor and use multiple avenues/medias to effectively complete outreach to identified stakeholders.

Support new cable grab sites construction.

Support berm widening/fencing projects.

Review current dam walk and FERC processes and identify gaps in communication to the O&M team. WCS Public Safe Access (barriers, self-rescue devices, signage, closure to the public)

Water Control System (WCS) Emergency Operating Procedures

Public Safety Plans (signage inventories, enhance signage format, develop surveillance tracking tools and public safety aids)

Early Warning Notification (sirens, recreation posters, evacuation routes)

Water Safety Alerts/Notifications (cold water safety, public safety notice, unusual flow release)

New Development Adjacent to or over WCS - Public Safety Requirements

IMT, PSPS, FIRE Coordination

Assign, prioritize, and review Long-Term planning project work, project initiatives, and special assignments.


Qualifications


Minimum:

High School or GED-General Educational Development-GED Diploma

Experience in project management, job-related

Experience in program management

Job-related experience, 8 years

Experience in finance


Desired:

Knowledge of public awareness, damage prevention, emergency preparedness, and response best practices.

Ability to make sound decisions to positively impact cost, time, the function/department, and promote public goodwill.

Ability to build and sustain working relationships with diverse groups, internal and external stakeholders.

Strong written and verbal communication skills.

Project Management (PMP desired)

Knowledge of public safety publications, facility safety strategies, and emergency operating procedures.

Experience in managing public safety programs such as WCS Public Safe Access, Early Warning Notification, and Water Safety Alerts/Notifications
