Plains All American is an industry-leading transportation and midstream provider specializing in transportation, storage, processing and marketing solutions for crude oil and natural gas liquids (NGLs). We own an extensive network of pipeline transportation, terminalling, storage and gathering assets in key crude oil and NGL producing basins and transportation corridors and at major market hubs in the United States and Canada. On average, Plains handles more than 6 million barrels per day of crude oil and NGL in its Transportation segment. The company is headquartered in Houston, Texas.

Job Purpose/Summary

The Project Manager, Development creates project plans, including preliminary design, cost estimates, schedules, risk registers, and project execution plans for viable projects. The individual in this role develops and maintains Plains’ cost estimating practices and basis; and establishes industry benchmarks. This role also provides project services such as Project Lookbacks, Contingency & Escalation Modeling, CQMS (Construction Quality Management System) session facilitation.

Job Responsibilities


Project Development

Develops projects and activities that align to and reinforce business needs.
Follows the Gating Model to ensure lessons learned are incorporated and meets business needs.
Defines project deliverables and works with internal and external partners to establish budgets, integrated schedules, risks, and dependencies.
Meets the business objectives in cost, schedule, safety, and quality.
Develops and maintains cost estimating practices and basis; and uses established industry benchmarks
Refers to engineering studies to determine project costs, schedules, and execution strategies.
Facilitate project planning sessions to solicit input from departments and incorporate that input into project scope and scope alternatives for estimates.
Scrutinizes scope change requests to ensure they are valid, justified, and reasonable. Assess impact to EBITDA, reliability, and operation.
Performs contingency modeling on Class estimates and supports the use of the escalation tool.
Monitors Authorization for Expenditure (AFE) activities to within budget and takes appropriate action when budgets are expected to overrun.


Project design and performance

Leads project design and performance to meet business objectives.
Consults with appropriate team members and stakeholders to establish practical and mutually agreed upon technology, design criteria, and asset performance.
Develops Design Basis Memorandums and provides technical input into development concepts.
Communicates to team members and contractors project design objectives.
Scrutinizes design changes and obtains approval for deviations from Specifications.
Ensures schedule changes are valid and necessary.
Reports on design & performance variances.


Develop and Maintain Relationships

Develops mutually beneficial partnerships with all clients and stakeholders to enable close alignment in meeting strategic objectives.
Meets with stakeholders on a periodic basis to learn their needs and requirements.
Works with Manager to learn stakeholder and requirements.
Provides technical consultation to team members as required.
Incorporates departmental stakeholders' expectations and expert contributions to ensure successful project plans.


Knowledge, Skills, And Experience Required

Engineering degree in an applicable discipline, professional engineering designation and eligible for registration in Alberta and Saskatchewan (Canada Positions Only).
Minimum 6 years of experience, in one or more of the following areas: pipeline and oil or gas processing including directly related experience in design, construction and project management.
Familiarity with labor, safety, environmental regulations, and a working knowledge of either Canadian or U.S. codes and standards for pipelines, hydrocarbon-processing facilities.
Knowledge of AACE and PMI best practices in estimating and project management is required.
Excellent project management skills.
Experience with Microsoft Project and MS Office.
Demonstrated decision-making and negotiating skills as well as excellent communication and presentation skills.
Maintain knowledge of industry practices and technological advances related to pipeline & gas processing operations.
Takes initiative, innovative, and capable of handling several assignments, managing a diverse range of stakeholders/contractors, and prioritize demands and workload.
Passionate about accuracy, continuous improvement and on the job learning.
Travel around 10%
Cleared criminal history (background) and satisfactory reference checks
Compliance with the Company’s drug and alcohol policy including pre-employment D&A testing.
