Since 1925, Renewable Water Resources (ReWa) has been committed to providing high-quality wastewater treatment services to the Upstate of South Carolina while promoting a cleaner environment, protecting public health and the water quality of Upstate waterways, and developing the necessary sewer infrastructure to sustain our community and growing economy. With nine water resource recovery facilities and more than 350 miles of pipe, we serve a broad geographic area, including Greenville County and portions of Anderson, Laurens, Pickens, and Spartanburg Counties. Each day an estimated 42 million gallons of water passes through our trunk lines and reclamation facilities before being cleaned and returned to our area rivers and streams.
Job Summary
: Pay: $73,000 - $95,000 per year
The Project Engineer II position will support wastewater conveyance projects and provide engineering expertise within the Planning and Development Program. This role involves reviewing development plans, verifying flow calculations, and ensuring compliance with ReWa and state standards. This role will also serve as a key liaison with developers, engineers, and public stakeholders, guiding projects through ReWa’s procedures and policies. It will manage data systems for capacity tracking, review infrastructure impacts from SCDOT projects, and support basin planning efforts.
Basic Requirements:
•Must possess a valid state driver’s license.
•Requires a bachelor’s degree in civil engineering, environmental engineering, or a closely related field from an accredited institution.
•Engineer-in Training (EIT) certification or obtain certification within six (6) months from date of employment.
•Requires a minimum of three (3) years of progressively responsible engineering experience, including increasing involvement in planning, design, and construction coordination.
Essential Functions:
The tasks listed below are those that represent most of the time spent working in this position. Management may assign additional tasks related to the type of work of the position as necessary.
•Performs professional engineering work to support the planning, design, permitting, and construction of capital and in-house projects.
•Develops or assists in preparing scopes of work, cost estimates, plans, specifications, and bid documents and works on multiple projects or components of larger initiatives.
•Coordinates with multidisciplinary teams, consultants, and internal stakeholders.
•Conducts research related to materials, equipment, and methods to inform design and construction decisions.
•Maintains project documentation, tracks milestones, and updates ReWa project management systems.
•Reviews and provides feedback on technical documents such as studies, hydraulic models, cost estimates, design drawings, specifications, and layout plans.
•Designs systems, components, or processes and prepares complete project documents.
•Provides technical support and troubleshooting to internal departments regarding sewer infrastructure, equipment, and construction challenges.
•Conducts technical evaluations and interprets design-related data.
•Verifies compliance with ReWa standards and applicable environmental regulations, including NPDES permit requirements.
•Prepares high-level cost estimates, population projections, and inflow/infiltration evaluations.
•Manages the work of consultants and contractors on assigned projects, monitoring performance, progress, and compliance with project requirements.
•Reviews contractor submittals, pay applications, and change orders, provides input and recommendations for approval.
•Conducts field observations during construction to ensure conformance with approved plans, standards, codes, and permits.
•Participates in project closeout processes, ensuring all documentation and performance criteria are fulfilled.
•Coordinates assigned projects through all phases—from planning and design through construction and final acceptance.
•Prepares scopes of work, professional service contracts, and bidding documents.
•Supports capital budgeting processes including preparation of 5- and 20-year expenditure plans.
•Coordinates with other utilities and regulatory agencies on permitting, construction standards, and property access.
•Prepares and submits permit packages and coordinates reviews with agencies.
•Ensures compliance with local, state, and federal regulations, including laws, permits, policies, and technical standards applicable to wastewater infrastructure.
•Coordinates right-of-way and easement acquisition and construction access requirements.
•Responds to inquiries, concerns, and requests from stakeholders, including internal staff, customers, and external partners.
•Represents ReWa at meetings with civic groups, community partners, and professional organizations to discuss engineering programs and projects.
•Collaborates and communicates with internal departments, consultants, and permitting agencies to support successful project execution.
•Assists in preparing and delivering documentation and presentations to the Board of Commissioners, committees, and internal teams.
•May assign tasks to Project Engineer I staff, inspectors, coordinators, or interns and provide technical guidance as needed.
•Coordinates detailed aspects of engineering work and ensures adherence to technical standards.
•Assists with planning and reviewing work related to specific engineering tasks or deliverables.
•Attends conferences, meetings, training, seminars, etc., as necessary to maintain and enhance job knowledge and skills.
•Management may assign additional duties as trained for and qualified to do so related to the work of the position as necessary.
