The Project Development Engineer is responsible for developing and presenting projects that improve the safety, reliability, and profitability of the Billings Refinery. Projects will vary in size from $25K to $25MM. The primary role of the Development Engineer is to take projects through the front-end loading project management process from initial concept through the feasibility phase to determine the most viable option taking into consideration cost, schedule, and risk implications. After handing off to a Project Manager, continue to work to support the project team through detailed engineering, execution, commissioning, and project startup. The role must work closely with refinery site technical personnel including operations and HSE and, for larger projects, work collaboratively with the Central Refining Projects group.

The position resides within Refinery Technical Services organization and reports directly to the Project Development Supervisor.


Responsibilities May Include:

Developing process engineering designs to enable initial screening cost and schedule estimates

Generating creative solutions to design projects that achieve the premised goals with elegant, simplistic design

Presenting and defending the project scope and benefits at management review gate meetings

Developing the scope of work for EPC contractors to produce FEL design packages and detailed engineering designs

Providing process engineering oversight of EPC contractors as projects are developed and optimized into execution and commissioning

Providing technical evaluations as part of the Management of Change (MOC) process

Working closely with Refining Business Improvement (RBI) and other industry technical experts to maintain an understanding of technical innovations and to ensure practical process designs are delivered that will meet project performance objectives

Providing technical mentoring and leadership; including college hire engineers and interns

Supporting refinery turnaround activities in roles outside of normal project activities (contractor oversight, equipment inspection, manage catalyst changeouts, etc.)


Required Qualifications:

Legally authorized to work in the job posting country


Bachelor’s degree in Chemical Engineering

3 or more years of experience in the refining or petrochemical industries, including experience in a process engineering, project development, economic analysis, or EPC contract role

Willing and able to obtain a Transportation Worker Identification Credential (TWIC). Information can be found at https://www.tsa.gov/for-industry/twic

Must be willing and able, with or without reasonable accommodation, to comply with the following:

Work extended hours, which may include evenings, weekends, and holidays


Work safely near large, hot, high-speed machines


Work around chemicals, including acids and bases

Work around hydrocarbons under high pressure and heat

Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)

Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)


Preferred Qualifications:

5 or more years of experience in the refining or petrochemical industries, including experience in process engineering, project development, and economic analysis roles

Deep understanding of molecule management in a modern oil refinery

Technical experience across multiple refining technologies including FCC, delayed coking, hydrotreating, alkylation, reforming, and distillation

Strong technical process engineering skills (mass transfer, heat transfer, hydraulics) including experience with simulation programs such as HYSYS


Strong oral and written communication skills

Work well with teams as both a leader an member

Able to build trusting, collaborative relationships with refinery site personnel and to deliver on commitments

The Billings Refinery is located in Billings, Montana. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of Canadian heavy, high-sulfur crude oil delivered by pipeline, and domestic crude oil delivered by truck. With the startup of a new vacuum distillation unit in 2017, the refinery has 100 percent heavy crude processing capability. The refinery produces a high percentage of transportation fuels and petroleum coke. Finished petroleum products are distributed by pipeline, rail car and truck. Pipelines transport most of the refined products to markets in Montana, Wyoming, Idaho, Utah, Colorado and Washington.
