How?
As a Project Controls Engineer (Design Team) for the Bahamas Project, you will be located Los Angeles, at the Engineering Design Contractors office as a client representative. You will play a critical role in control and management of the project design scope of works from a project services/controls perspective. Your experience and expertise will support the Project Services Team monitor and review all aspects of the Project Controls/services functions on the project design and detailed engineering scope of works. You assure that the quality of the Cost Estimating, Cost Engineering, Planning/Scheduling and Contract Administration effort for the Detailed Engineering is in accordance with the established Client procedures and expectations.
What?
The Project Controls Engineer (Design Team) will support the Project Services Manager and Project Management Team to successfully deliver Detailed & Follow On Engineering from a cost engineering, planning/scheduling, S/E ratio and contract administration standpoint.
Responsibilities:
•To monitor and review all aspects of the Project Controls functions on projects to ensure that the quality of the cost engineering, planning/scheduling and contract administration effort is in accordance with the established company procedures and expectations.
•To support the Project Services Lead and team members in the preparation and presentation of cost and schedule forecasts and any other special project performance / status reviews as required.
•To provide technical guidance, training and staffing support in cost engineering and planning/scheduling functions in all projects (as directed by Project Services Lead).
•To prepare consolidated reports and address any specific problems or concerns related to project services / controls on the Project.
•To work with the Project Management Team to coordinate workload and staffing requirements.
•Attends the kick-off meetings, weekly progress, commercial and all formal meetings with the Client.
•Review daily, weekly, monthly job reports, providing comments to the senior management team and sign for official issuance to Client.
•Support/negotiates changes in scope of work with Client and Subcontractors through the Project Services Lead.
•Highlights commercial/contractual/schedule trends and changes to the Project Services Lead.
•Closely monitor progress of the work(s) and document any situation that could have a contractual impact on the subcontract.
•Liaise with project personnel on inspection and acceptance of internal and subcontracted work.
•Support the Project Services Lead in ensure all bonding, securities and insurances are in place for the commencement and duration required.
•Advise management where significant changes are having an impact on schedule.
•Manage the contract Risk Register(s).
•Manage the Key Performance Indicators (KPI’s) on the Project and for execution contractors and subcontractor.
•Standardizes the progress and costs measuring and reporting, driving efficiency and enabling punctual and transparent report out.
•Providing support to Project Management Team in managing data and streamlining the information flow leveraging standard client tools (SharePoint, Excel).
•Consolidate the project schedules to assess and improve utilization of shared resources, removing any “peak and valley” in their workload and planning upfront main approval points.
•Manage monthly the schedule variations in cooperation with the Project Services Lead and Project Manager and analyse impact on overall progress, costs and budgets.
•Produce monthly forecast for external resources to ensure timely cost management and invoicing.
•Measure monthly efficiency/productivity and provide analysis of deviations and possible opportunities for improvements.
•Monitor work physical progress at deliverable level by discipline
•Support any Cost Estimating activities.
•Support PMO’s in preparing the DRB/Management reports
•Leverage Shell standard tools (SharePoint, Excel, SAP) to improve data management
Qualifications & Experience:
•Minimum of 10 years’ experience in Oil & Gas industry, specifically in LNG Storage and Regasification Projects.
•You should have a degree in Engineering (or a minimum of 15 years’ experience in the role).
•Strong understanding of all project controls activities, including scheduling techniques with P6 & MSP, and project management principles.
•Good understanding and experience of SAP ERP systems.
•Familiarity with engineering, procurement, construction, and commissioning.
•Excellent verbal and written communication skills, with the ability to interact effectively with diverse teams and senior management.
•Strong analytical skills with the ability to identify, analyse, and resolve scheduling issues in real-time.
•PMP, Project Scheduler Professional (PSP), or similar certifications are a plus.
