Burrow Global has a long-term opportunity with a Petrochemical facility in Port Arthur, TX for an experienced Senior/Principal Project Engineer (Process, Mechanical Discipline), Discipline Leader or Project Manager of FEL/FEED phase.
This position will be responsible for developing capital Projects through Concept/Technology/Alternatives Review (FEL-2), Pre-FEED (Process Definition) and FEED (FEL-3) the Capital Investment Projects at client’s location in Port Arthur, TX.
The position will act as a client representative. The incumbent will assess the problem-project at stake, provide advice on where to start the engineering phase, defines scope of work and engineering deliverables applicable and leads Outsourced Engineering Services. Develop assigned projects up to Presentation to Management for Final Investment Decision (FID) upon completion of FEED.
Upon review of deliverables, submitting them to asset owner, (Operations/ Maintenance/ Technical) and company SME (subject matter experts) for review and comments, with support from Doc Control. Organize technical review and prepare with HSE/PSM process hazard analysis of project’s modifications. Incorporate comments and decisions made through review in his/her design before FID.
BS in Engineering, with 10+ year experience on small brownfield projects up to 10 M$ TIC (Total Installed Cost).
Fluent on Project Gated Process, Cost estimation, Deliverables applicability depending on FEL phase and Project Cost.
Competent to gather process data from field and DCS/Scada, to perform basic process-mechanical-I&E sizing of major equipment and especially understand key input required by disciplines specialist for sizing and generating deliverables.
Develop PFDs & P&IDs (redline mark-up), describe process/operation philosophy and principles of controls.
Able to participate/support HAZOP of project in FEED, and able to translate in project scope resolution of HAZOP gaps.
Able to perform field walk of process units, including locations accessible by ladder.
