Under broad guidance, the Plant Superintendent is responsible for:
a.Supervising day-to-day administration and planning of plant operations, maintenance, budget and the safety program
b.Ensuring that the daily operation plan is optimized for maximum efficiency and aligned with the goals established by HRSD and the plant manager
c.Following established guidelines to ensure a safe work environment and permit compliance.
d.Performing all duties in accordance with HRSD mission, vision and values
Education
1.Required
a.)H.S. Diploma or GED
b.)Completion of HRSD’s Apprenticeship Program or applicable education, training and experience as approved by HRSD’s Apprenticeship Committee.
2.Desired
a.)College level coursework in wastewater or a related field
b.Experience
1.Required
a.)Minimum of 5 years’ experience in wastewater treatment operations and plant maintenance, or approved similar industrial experience, including 2 years supervisory experience in leading teams, planning, and implementing work projects, schedules and budgets.
b.)Working knowledge of computers and Microsoft products
2.Desired
a.)Experience in a similar position at a wastewater treatment plant
b.)Experience in one or more technical or construction trades
c.)Experience with public procurement
c.Training Levels
Personnel in this category are fully qualified at Grade 8 with appropriate experience and education and a Virginia Class I Wastewater Operator License. While a fully qualified selection is desired, the following training level is established for personnel who do not possess the required Wastewater License:
Grade 8a – Completion of HRSD’s Apprenticeship Program or applicable education, minimum of 5 years’ experience in wastewater treatment operations and plant maintenance or approved similar industrial experience; two years supervisory experience and a Class II Virginia Wastewater Works Operator’s License.
Grade 8b - Completion of HRSD’s Apprenticeship Program or applicable education, minimum of 5 years’ experience in wastewater treatment operations and plant maintenance or approved similar industrial experience; two years supervisory experience and a Class III Virginia Wastewater Works Operator’s License.
Grade 8c - Completion of HRSD’s Apprenticeship Program or applicable education, minimum of 5 years’ experience in wastewater treatment operations and plant maintenance or approved similar industrial experience; two years supervisory experience and a Class IV Virginia Wastewater Works Operator’s License.
Grade 8d - Completion of HRSD’s Apprenticeship Program or applicable education, minimum of 5 years’ experience in wastewater treatment operations and plant maintenance or approved similar industrial experience; two years supervisory experience and no Virginia Wastewater Works Operator’s License.
d.Job Specific Technical Competencies

a.)Valid Driver’s License from state of residence
b.)Must possess or be able to obtain a Virginia Class I Wastewater Operator’s License within six years of start date in position and must be actively pursued
c.)Must obtain CPR and First Aid Certification
2.Desired
a)Internal HRSD professional and management training or similar
leadership training.
