Primary Purpose
Provide and monitor oversight of the day to day marine aspects of commercial agreements with capacity holders, with particular attention to performance and HSSE requirements of vessels calling at PALNG. Provide marine advice and support in managing the set-up and ongoing day-to-day operation of the marine related activities at Port Arthur LNG (PALNG). Ensure compliance, by PALNG and third parties (including ships calling on PALNG), of the Marine Terminal Manual. Assist in the development of and act as the designated responsible person for the implementation of PALNG marine operations. Provides oversight and compliance management of federal, local, and international regulations, as well as internationally recognized guidelines and best practices, allowing PALNG Marine Operations to stay ahead of any upcoming changes. Prepare written reports in accordance with departmental policies and procedures. This is a shift position.
Duties and Responsibilities
Liaises with PALNG’s engineering staff on marine matters relative to terminal operations
Provides resident marine expertise and advice to PALNG in the full operation of the terminal incorporating expertise and relationships external to PALNG to ensure compliance with PALNG requirements, regulatory requirements, industry & international best practices
Implements and maintains operational procedures for: o Marine Terminal Information and Regulations.o Marine Operations Procedure Manuals including Shore/Ship Interfaceo Marine terminal security (jetty and foreshore).o Marine Vetting Operations (LNG Carriers nominated, all Marine Service Provider vessels).o Marine maneuvering activities (Berthing, Un-berthing).o Line handling procedures for berthing, un-berthing and emergency departure of LNG Carrier.o LNG Carrier Loading and Unloading.o Handling and response to all marine related incidents relating to the terminal.o Marine Jetty Spill response coordination.o LNG Carrier compliance with Terminal/Port Regulations

Maintains port/terminal, information database and maintain local information for vessels calling at PALNG.
Provides and supports the production Manager with marine advice relative to liaison with governmental authorities, shippers, and marine service providers
Maintains a high level of awareness of the Annual Delivery Program (ADP) and Specific Delivery Schedule (SDS) to provide advice on local scheduling of vessel movements
Interfaces with federal, state, and local authorities
Prepares written reports in accordance with departmental policies and procedures, including case complaints
Provides safety orientation and background materials for employees and visitors of the terminal facility
Supports efforts for the safe and timely procurement of marine services for the terminal (tugs, crews, pilots, line handlers etc
Assists in the development of procedures for and the training of terminal staff on marine and security issues
Supports Operations & HSSE in the development of Emergency Response Procedures at the Terminal and Jetty including interfaces and responsibilities while the LNG Carrier is in the Port
Acts as interface between the Terminal and national and local marine authorities
Ensures that Operations expectations are met: o Incident reporting and investigation.o Risk assessment.o Safety communication.o Ensure that Marine Service Providers maintain standards commensurate with PALNG’s Operations policies.o Develop, and maintain through continuous improvement, a safe operating culture between PALNG and all Marine Service Providers
Observes all regulatory codes, corporate values, (safety and health, environmental, quality and business continuity) plans and procedures as dictated by the IMS of the facility
Assist in the development and execution of marine terminal contracts, again providing support to the terminal and the vendor
Work with marine personnel to ensure safe, reliable, cost effective and environmentally responsible cargo transfer operations
Perform other duties as assigned.
Qualifications
Education
Bachelor's Degree in marine, engineering, business, other related discipline or equivalent training and/or experience Preferred Experience
6 in a comparable level role, managing marine operations and/or a marine terminal. Prior experience with contracts related to energy service, and commodity Required
3 Specifically in LNG Operations Required Skills and Abilities
Possess extensive knowledge and proficiency in the use of Microsoft Office Suite, i.e. Word, Excel, PPT, Vision to convey information with clarity through presentations and reports Beginner
Working knowledge of LNG plant operations and maintenance practices and shipping and marine operations Beginner
