The Airport Operations Specialist performs day-to-day airport operations duties to ensure the efficient movement of aircraft and the safety of those using the airport in compliance with Federal Aviation Regulation (FAR) Part 139 (including Aircraft Rescue and Firefighting), Transportation Security Regulation (TSR) Part 1542, and other regulatory and Authority requirements.
Compensation:
•Starting pay rate of $29.50 per hour (non-exempt) depending on experience.

Major Duties/Responsibilities:
•Completes airfield inspections in compliance with the Airport Certification Manual under FAR Part 139 regulations, documents airfield inspections to validate airfield compliance with the Airport Certification Manual under FAR Part 139, and initiates necessary corrective actions.
•Monitors runway friction using specialized friction measuring equipment as required
•Serves as Aircraft Rescue and Fire Fighting (ARFF) personnel and responds in accordance with Airport Emergency Plan (AEP) and FAR Part 139 regulations.
•Accesses and operates computer system to transmit Notice to Air Missions (NOTAM), runway condition codes, and FAR Part 139 discrepancies.
•Prepares and maintains records and reports related to operations activities as required on manual forms or through digital means; interacts with work order system to document and request remediation of discrepancies to required standard.
•Responds to and logs airport incidents and accidents in an Operations and ARFF capacity in accordance with standards and regulatory requirements.
•Serves as member of the Authority’s centralized coordination and communication center during airfield emergencies and the Authority’s Snow Team during snow events.
•Coordinates snow and ice control in accordance with the Airport Snow and Ice Control Plan (SCIP) and works cooperatively with the Authority’s Snow Team personnel; performs Snow Team role as assigned.
•Coordinates and conducts response activities for aircraft emergencies, hazmat spills, the removal of disabled aircraft and other related emergencies in accordance with the Airport Emergency Plan (AEP) and FAR Part 139.
•Coordinates safety procedures and conducts response to all airfield emergencies and assists with the Authority’s Incident Command Structure including making decisions to stabilize situation and affect life safety and preserve property, determine recovery efforts and activities that return airport back to normal operations, and notifying management and affected departments of incidents that affect the normal operation of the airport; works cooperatively with mutual aid.
•Ensures all notifications, barricades, signage, lighting, and any other appropriate device is in place to prevent an unauthorized aircraft, vehicle, or person from entering a closed runway, taxiway, or service road; monitors, tracks, and controls access into these areas to maintain a safe environment.
•Coordinates with construction contractors on airfield projects and conducts safety inspections of operations.
•Performs periodic safety and quality control inspection of aviation fuel storage facility and fueling operations.
•Processes regulated garbage for international flights according to U.S. Customs and Border Protection regulations.
•Performs wildlife inspections to include mitigation, in compliance with regulations and the Authority’s Wildlife Hazard Management Plan.
•Assists in movement area driver training as needed.
•Assists with airport operations-related trainings as needed.
•Enforces federal aviation regulations, as well as Authority guidelines and policies in conjunction with other Authority staff including Public Safety, Transportation Security Administration (TSA), U.S. Customs and Border Protection, and Air Traffic Control.
•Assists management in developing standard operating procedures, operating instructions, compiling various forms of data and reports, and distributing pertinent and required reports.
•Monitors and reports on local and regional weather forecasts and patterns.
•Assists other Authority personnel and provides instruction to others as needed.
•Maintains compliance with safety, security and environmental regulations and procedures.
•Ensures Airport Operations Management is kept apprised of significant events that occur during the shift.
•Communicates effectively and exchanges information in a professional and positive manner with employees, tenants, concessionaires, vendors, contractors, and the public.
•Provides escort in the movement and non-movement area to authorized individuals as needed.
•Keeps abreast of all federal, state, local aviation regulations, safety and compliance requirements.
•Participates in the Authority’s Safety Management System.
•Operates and drives light and heavy equipment and Authority-owned vehicles landside, in non-movement area, and in movement area.
•Uses effective and standard radio communications to communicate with other personnel.
•Completes required trainings.
•Practices and adheres to the Authority’s policies and procedures and federal, state, and local legal and regulatory requirements.
•Performs other duties as needed or assigned.
Position Requirements:
•High School Graduate/Equivalent
•Proficiency in written and spoken English
•1+ year(s) of experience in either: airport operations or administration; or in position with direct aviation relevance such as Fixed Base Operator (FBO), airline, air cargo carrier, airfield maintenance, and/or airport emergency service
•Knowledge of airport operations and radio procedures
•Familiarity with and ability to use computers and computer-based programs (e.g., MS Office Suite, work order tracking systems)
•Able to compare and/or judge readily observable functional, technical, structural, compositional or identifiable characteristics of data, people or things
•Able to read and understand a variety of professional, technical, regulatory and administrative documentation, directions, instructions, methods, and procedures and learn and understand complex subject matter principles and techniques
•Able to read and understand spatial and graphical displays and enter information into hard copy or computer-based logs and records
•Able to follow instructions, work safely, and independently
•Must meet physical requirements necessary to perform essential functions of the position (with or without a reasonable accommodation) including perform essential aircraft, rescue and fire-fighting duties
•Must pass a 10-year pre-employment Criminal History Background Check (CHRC) necessary to obtain federally mandated security clearances, badging, and access to the Bozeman Yellowstone International Airport and retain access authority and an active badge with the necessary credentials to perform the essential responsibilities of position
•Must pass a 7-year Pre-employment Background investigation
•Must have a valid Driver’s License, pass required motor vehicle checks in order to operate heavy equipment and Authority-owned vehicles and meet insurability requirements
•Must achieve movement area access within 90 days of employment and maintain access privileges
•Must safely operate and drive light and heavy equipment and Authority-owned vehicles landside, in non-movement area, and in movement area
•Must communicate effectively on airport radio systems
•Must be available to work various shifts to include evenings, weekends, and holidays and work overtime as needed
•Associate’s or Bachelor’s degree from an accredited institution in Airport or Aviation/Aerospace Management, Aviation/Aerospace Science, Business or Public Administration, or closely related field (Preferred)
•Experience in the safe operation of light and heavy equipment (Preferred)
•Experience with snow removal in a runway environment (Preferred)
•Possess a Private Pilot Certificate (Preferred)
An equivalent combination of education and/or experience may be considered
Licenses & Certification:
•ARFF certified OR be able to qualify within 6 months of employment in the position (Required)
•ACE Ops Certification or AAAE CM Certification OR be able to obtain within 18 months of employment in the position (Preferred)
