Operating Supervisor - Facilities Environmental Operations

Overview

Facilities and Field Services - Environmental Operations is seeking a self-motivated, dedicated, and professional individual to join its team as an Operating Supervisor (1H). The successful candidate must possess a clear sense of accountability, understand customer needs, be well-organized, detail-oriented, and able to handle multiple tasks with changing priorities to meet deadlines. They must exercise independent judgment, make sound business decisions, and demonstrate strong oral and written communication skills. The selected supervisor also coordinates and oversees the safe, timely, and cost-efficient transport of materials, equipment, and hazardous waste. The selected supervisor will provide logistical support to the Company during planned work and emergency events, including the deployment and operation of tanker trucks, mobile electric generators, and associated fuel deliveries, as well as manning the 24-hour 4100 phone line. They are responsible for supervising, developing, and training CDL drivers, ensuring all licensing and certifications are maintained. They also monitor and administer contracts, as well as ensure that all work and equipment maintenance comply with company policies, federal, state, and city codes and regulations. The candidate will oversee environmental compliance with activities at the Astoria Waste Storage Facility (AWWTF), schedule compliance sampling, as needed, coordinate corrective and preventative maintenance activities, review sample results and procedures for safe plant operations. They will ensure compliance with all City, State, and Federal Regulations, and ensure safe and timely operations through teamwork, respect for others, effective communication, and planning. Additionally, they will troubleshoot, perform root cause analysis, and conduct investigations to address plant abnormalities. This position will require working rotating shifts as scheduled.As needed, the supervisor is responsible for overseeing the midnight shifts and day-to-day activities of the Farrington Wastewater Treatment Facility (Farrington WWTF), as well as involvement with the Pelham WWTF, Hazardous Waste Permitted Storage Facility, Astoria's 90-day hazardous waste, Universal waste, and Non-hazardous waste storage areas.

- Answer and coordinate or redirect all requests via the 24-hour 4100 phone line, as per shift schedule. This includes, but is not limited to, requests for tankers, generators, fuel, and drum pickups. It entails coordinating and overseeing the safe, timely, and cost-efficient transport of materials, fuel, equipment, and waste to/from company locations and job sites and tracking in associated applications like Maximo and SharePoint. Note that during off-hours, this role supports Fleet Operations, including the coordination and safe delivery of material and equipment to the Con Edison territory.

- Supervise, mentor, and develop company employees while ensuring compliance with the Standards of Business Conduct, EH&S policies, EEO, and all other applicable company policies, procedures, and governmental regulations. Promote a diverse, equitable, and inclusive environment through teamwork and by ensuring all employees' voices are heard.

- Assign, control, and manage emergency call-in and overtime activities of assigned employees as required to ensure proper response to customer needs. Provide immediate response to company emergencies by assisting with transportation logistics and AWWTF availability.

- Ensure all vehicles and equipment are inspected, permitted, and maintained in accordance with all applicable company policies and procedures and federal, state, and city codes and regulations.

- Ensure all fuel deliveries and all related communications are captured in the tracking application (e.g. Maximo), as well as all communications with the generator vendor.

- Conduct training and administrative tasks, including on-the-job training (OJT), effective job briefings, and documented job site safety evaluations. Ensure all employees attend training and maintain required licensing (CDL) and other certifications. Review and approve employee time records, and assist in developing, tracking, and evaluating internal performance measures.

- Perform contractor oversight responsibilities associated with all fuel, waste, and transportation contracts, including tracking of vendor time, payments, and completion of CFORs and CERs within the Contractor Oversight System (COS).

- Prepare for and respond to various audits such as EH&S, FDNY, ISO, DEC, and DEC inspections, as well as coordinating with the DOT to ensure safe movement of oversized loads. This includes obtaining proper permits and working with the Planner.

- Once trained, ensure the proper operation and maintenance of the AWWTF and the maintenance of the Central Waste Treatment Facility and as needed, oversee the nightshift's day-to-day operations of the Farrington WWTF.

- Perform other related tasks and assignments as required.

Qualifications

Required Education/Experience

- High School Diploma/GED and five (5) years technical experience or

- Associate's Degree Technical degree and four (4) years applicable experience or

- Bachelor's Degree Technical degree and two (2) years applicable experience

Preferred Education/Experience

- Associate's Degree Technical degree and four (4) years applicable experience Experience in waste management, water treatment plants, or logistics preferred

- Bachelor's Degree Technical degree and two (2) years applicable experience Experience in waste management, water treatment plants, or logistics preferred

Relevant Work Experience

- Knowledge of FMCSA and DOT regulations, preferred.

- Knowledge of hazardous waste shipping and manifesting, preferred.

- 2 years of Supervisory experience, required.

- 2 years of knowledge of environmental rules, regulations, and company safety procedures, preferred.

Physical Demands

- Ability to respond to system emergencies

- Able to work in all weather conditions, i.e. excessive heat and/or cold

- Ability to climb ladders and stairs

- Ability to be approved to wear and use either a full or half-face respirator, without facial hair or other conditions that may interfere with the seal, in accordance with OSHA regulations

- Ability to travel to company locations to work on storm restoration and heat contingencies

- Use hand-eye coordination to adjust controls on equipment

- Wear necessary Personal Protective Equipment (PPE), i.e. fire-retardant clothing and safety harnesses

- Work rotating shifts, including nights, midnights, weekends, and holidays

Additional Physical Demands

- The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.

- Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
