POSITION SUMMARY: The Manager, Operations Projects is a seasoned project management professional responsible for driving the successful planning, execution, and completion of multiple concurrent projects in alignment with established methodologies. This role demands expert-level project management skills to mobilize resources, manage timelines, and oversee complex project demands while ensuring efficiency and quality throughout the process.
As a people leader, the Manager, Operations Projects guides and mentors a team of junior project managers, fostering professional growth while ensuring that all projects within the portfolio are delivered on time and within budget. This position requires strategic oversight and hands-on execution, balancing resource management across internal teams, external partners, and third-party contractors or consultants to achieve key objectives.
Additionally, this role supports both tactical and strategic project initiatives, overseeing change management and quality control measures throughout the project lifecycle. The Manager, Operations Projects collaborates closely with the Projects Office to enhance planning and execution methodologies while maintaining accurate and comprehensive project documentation for all assigned initiatives.

Required Qualifications:
Education: Bachelor's Degree - Project Management or a related field
Experience: Minimum of 9 years direct work experience in project management capacity with a minimum of two years of project management team leadership, including all aspects of process development and execution. Has unique, expert-level knowledge of the System Operations subject matter. Highly experienced with project management software, such as MS Project. Windows database and operating system. Familiar with GSOC procurement/contracting and accounting methods or similar. Capable of managing contractors and monitoring work progress. Technically competent with various software programs, such as MS Project Server. Participates in PMO and special team projects and may serve as project lead for department-led projects. Contribute to developing technical solutions to problems in concert with subject matter experts and the project team. Informally mentors, coaches, and assists junior project management staff. Can conform to shifting priorities, demands, and timelines through analytical and problem-solving capabilities. Reacts to project adjustments and alterations promptly and efficiently. Flexible during times of change. Contribute to improving processes, policies, and procedures and contribute to the development of technical standards and best practices. Ability to read and understand the communication styles of team members and contractors from a broad spectrum of disciplines. Persuasive, encouraging, and motivating. Excellent negotiating skills. Ability to elicit cooperation from various sources, including upper management, clients, and other departments. Ability to defuse tension among project team and/or team members, should it arise. Strong written and oral communication skills. Strong interpersonal skills and a relationship builder. Adept at conducting research into project-related issues and products. Innovative. Must adequately learn, understand, and apply new technologies to aid in project or product implementation. Customer service skills are an asset.
Equivalent Experience: A minimum of 11 years of progressive experience in technical and business analytics team leadership and project management utilizing a proven methodology, as well as the abovementioned experience.
Skills: Project Management experience with and requirements for Federal contracts, grants, and loans is deemed a plus. Strong customer service skills. Ability to manage various levels of lower level project managers and planning multiple complex projects concurrently using Microsoft Project or some other project management tool. Knowledge of the electric utility industry is a plus.
Position Scope: Manage technical projects for the BOMS Project Management team across GSOC Operations from project kick-off and planning to close-out. Own the development of project planning documentation, project status communication, project results, and all other project-related activities by working alongside the Functional Manager and Project Engineer.
