Position Overview: The Manager of Proposals is responsible for leading the preparation, development, and submission of high-quality proposals and bids that effectively communicate the company’s capabilities and value proposition. This role manages the proposal process from start to finish, ensuring compliance with customer requirements and company standards, and works collaboratively across departments to produce compelling and competitive proposals.
- Manage the full proposal lifecycle, including planning, scheduling, development, review, and submission.
- Analyze RFPs, RFQs, and bid requests to determine requirements and develop compliant responses.
- Coordinate with subject matter experts, project managers, and leadership to gather technical, pricing, and operational content.
- Develop proposal outlines, templates, and compliance matrices to ensure all requirements are addressed.
- Write, edit, and proofread proposal content to ensure clarity, accuracy, and alignment with company messaging.
- Lead proposal review meetings, enforce deadlines, and manage version control.
- Maintain a library of standard proposal content, resumes, project descriptions, and corporate materials.
- Support continuous improvement of proposal processes, tools, and templates.
- Track and report on proposal outcomes, feedback, and win/loss trends.
- Assist with presentations, pre-qualification packages, and marketing materials as needed.
- Bachelor’s degree in Business, Communications, Marketing, or related field (or equivalent experience).
- Minimum 3–5 years of experience managing or developing proposals, preferably in construction, engineering, utilities, or a related industry.
- Strong written and verbal communication skills with exceptional attention to detail.
- Proficiency in Microsoft Office Suite and Adobe Acrobat; experience with proposal management software preferred.
- Excellent organizational and time management skills with the ability to handle multiple deadlines.
- Ability to interpret technical content and present it clearly and persuasively.
- Strong interpersonal skills and ability to collaborate across departments and levels.
- Prolonged periods sitting at a desk and working on a computer.
- Ability to lift up to 15 pounds occasionally (e.g., proposal binders or equipment).
- Visual acuity for reviewing printed and electronic documents.
- May require occasional travel to company offices, client sites, or industry events.
- Ability to work under pressure and meet tight deadlines with accuracy.
- High attention to detail and strong analytical thinking.
