Responsible for overseeing and contributing to the development and implementation of comprehensive environmental, health, and safety (EHS) programs, designed to ensure protection of the environment and the safety of employees, contractors, customers, and public.
Keep appraised of federal, state, and local EHS and department of transportation (DOT) regulatory compliance requirements; serve as internal expert resource for such information and regularly communicate updates to Louisville Water staff.
Direct implementation of comprehensive safety management programs (General Industry 1910 and Construction 1926) to include development of policies and procedures, training, performance of job hazard analyses and audits to ensure current work practices comply with regulatory requirements and accurately reflect established standard operating procedures.
Represent Louisville Water on EHS initiatives undertaken with the local community, businesses, and regional water utilities.
Oversee completion, submittal, and maintenance of required regulatory documentation, reports, and plans (including OSHA logs and injury/illness reports, Department of Labor reports, Sara Title III chemical inventories, APCD Air Emission reports, MSD Hazardous Materials Use and Spill Prevention Control Plans and EPA Hazardous Waste manifests and reporting).
Serve as a designated employee representative (DER), overseeing implementation and auditing of Louisville Water’s DOT compliance program. Duties require coordination with Human Resources, Distribution, and Fleet Operations to ensure management of driver qualification files, driver training, and commercial motor vehicle preventative maintenance and repairs are performed and maintained in accordance with federal motor carrier safety administration (FMCSA) regulations.
Ensue regulatorily required motor vehicle record monitoring and FMCSA Clearinghouse queries are conducted to determine if current or prospective employees are prohibited from operating commercial motor vehicles or performing other safety-sensitive functions.
Administer Louisville Water’s random drug testing and commercial driver medical certification programs to ensure compliance with FMCSA regulations and internal standard operating procedures.
Oversee and actively participate in EHS training, testing, emergency drills, and inspections to include new hire training, audiometric and respirator fit testing, severe weather shelter-in-place drills, and building evacuation exercises.
Ensure workplace hazards are clearly communicated to employees through a comprehensive safety data sheet (SDS) system, written procedures, work instructions, and training.
Work with executive leadership to drive safety as a core value while encouraging front-line management and employees to focus on hazard identification, prevention, and control as part of executing daily job duties.
Oversee review and updating of standard operating procedures and work instructions to provide employees with written documentation for safely executing assigned tasks in accordance with company and regulatory requirements.
Direct and assist with external (OSHA, EPA, DOT, Fire Marshal, Insurance) and internal inspections of water treatment and distribution facilities.
Oversee audits/assessments of EHS programs (confined space entry, excavation safety, traffic control, respiratory protection, forklift safety, hot work, chemical safety management, contractor safety, hearing conservation, fall protection, hazard communication, lockout/tagout, cranes, etc.) and track audit non-conformances to closure.
Analyze safety-related data to ensure appropriate documentation is maintained and communicate area-specific and corporate-wide information to affected employees throughout the company. Develop measures and initiatives to ensure EHS programs are in a state of continuous improvement.
Lead Corporate Safety Team, provide direction to area-specific safety teams, and manage technical aspects of corporate programs and initiatives to ensure employees remain actively engaged in the safety process.
This position manages non-exempt and/or exempt employees performing EHS-related job functions and is responsible for the performance of employees within the department.
Generally, works a 40-hour week in office, laboratory, and field environments with frequent travel between company locations. Chemical and bacteriological laboratories may contain hazardous materials and equipment. Office work is mostly sedentary, using a computer. Field activities may include construction, treatment plants, and warehouse locations and require significant walking/standing on varying surfaces/terrains, at times in adverse weather conditions. The position is subject to 24-hour emergency call out.
Bachelor’s degree in Environmental, Health, and Safety or closely related field; and
seven (7) years’ experience in environmental health and safety; and
three (3) years’ experience managing or directing EHS programs in chemical, manufacturing, maintenance, construction, or utility environments; and
