Position Overview JOB DESCRIPTION
The Engineering Manager will be based in Houston and will report directly to the Director of Project Management Engineering. The Engineering Manager is a member of one or more Project Management Teams (PMT) and provides multi-discipline engineering oversight and support related to project scoping, design, design assurance, hazard analysis, technology selection, and permitting for the front end of development projects in Feasibility, Concept, and FEED Stages.
Knowledge
Possesses in-depth knowledge of engineering for gas processing, natural gas and LNG (or other cryogenic hydrocarbon liquids) transportation and storage. Knowledge of applicable federal and state regulations, engineering codes and standards, regulating the design and construction of LNG Plants and facilities. Knowledge of FERC, PHMSA, USCG, DOT and OSHA regulations.
Knowledge and understanding of all phases of Project development and engineering studies and design development required for each stage of project definition. Knowledge of Process Hazard Analysis including HAZID, HAZOPS, LOPA and facility siting studies.
Knowledge of building, developing, and leading teams to achieve high performance. Knowledge and capability of adapting tactics and positive actions to a dynamic multi-team environment.
Responsibilities And Essential Duties
- Develop Basis of Design, Scope, Statement of Requirements and Basic Engineering Design Data for E&C Projects.
- Manage multi-discipline engineering teams to successfully deliver all phases of E&C projects from Pre-Concept, Concept, and Define (FEED) Stages.
- Supervise Contractors to complete Engineering deliverables on projects with regards to scope, schedule milestones, safety, quality, and efficiency.
- Manage communication of project milestones and deliverables to the Contractor and Engineering team through close collaboration with Project Development Managers.
- Manage the Design Assurance of project deliverables for each phase of E&C Projects.
- Coordinate engineering utilization, resource planning and people performance.
- Coordinate with E&C customers, including but not limited to Corporate Development and Operations, to ensure project value drivers are incorporated in scope definition.
- Support the development of engineering specifications, standards, and other departmental governing documents.
- Support the development of Resource Reports and other technical documentation required for permitting of new and expanded LNG facilities.
- Support the development of decision support memorandums for projects through close collaboration with E&C technical leads, technology SME, and Operation team.
- Prepare and maintain a written Engineering Management Plan that describes procedures to be followed during engineering design of projects for standardizing processes and procedures, and specifications.
- Lead special engineering initiatives for new LNG facilities, including studies, design developments and other special projects.
- Assist the Director of Project Management & Engineering with special projects and new initiatives as required.
- Education and Certifications : Bachelor of Science degree in Engineering required and a Professional Engineering License in good standing with at least one state is preferred.
- Experience : Minimum of ten (10+) years of experience in Engineering in Design, Project Development and/or Operations within the LNG and oil and gas industry. LNG experience is a must. Experience in the project execution stage related to construction, commissioning, and startup is a plus. Minimum 5 years management experience building, developing and leading teams.- Skills:

The Engineering Manager is an expert in their field has a high degree of aptitude in their field and requires minimal supervision and can multi-task and function in a highly dynamic atmosphere; must exercise discretion independently.
Work Conditions
- Job is performed in an office setting.
- Occasionally, work may be performed from home, after normal work hours or on weekends.
- Limited travel required, as business conditions dictate to plant sites.
- Subject to drug and alcohol testing, per applicable federal regulations or as required by Cheniere.
- While performing the duties of this job, the employee is often required to stand, walk, sit, climb stairs, work at height above ground on stairs and catwalks, balance, stoop, kneel, crouch, talk or hear, smell, type and write.
- While performing the duties of this job, the employee will work mostly indoors and occasional outdoors and be exposed to year-around weather conditions, ocean environment, and noise.
