Provide strategic leadership and oversight of external contractors for the execution of high-voltage transmission line and substation construction and maintenance projects. The manager ensures alignment across capital and maintenance programs, assesses contractor performance, supports safety compliance, and drives operational efficiency. This position plays a key role in integrating project management, field operations, and stakeholder engagement to support the reliability and growth of the Great River Energy (GRE) transmission system.
A typical starting range for this position is $166,000 - $238,000 annually. Responsibilities: Job responsibilities include, but are not limited to:
- Lead the execution of transmission and substation construction and maintenance project activities.
- Provide a single point of coordination between the Project Management Office (PMO), field operations, and engineering during work execution
- Oversee the selection, management and coordination of contractors to ensure quality workmanship and adherence to project specifications
- Oversee execution of contracted capital projects and maintenance programs to meet safety, reliability, and budgetary goals
- Ensure projects are delivered on time, within scope, and aligned with capital and maintenance program objectives
- Monitor contractor performance against contractual obligations, project milestones, risks, and performance metrics across all supervised teams
- Champion continuous improvement and standardization of construction practice
- Promote safety culture among employees and contractors on all construction and maintenance projects and ensure proper training is administered
- Ensure integration between workgroups to optimize scheduling, resource utilization, and system reliability
- Support long-term contracting strategies to ensure workforce availability and cost efficiency
- Ensure adherence to GRE standards, National Electric Safety Code (NESC), Occupational Safety & Health Administration (OSHA), Federal Energy Regulatory Commission (FERC), and other regulatory requirements
- Support permitting and environmental planning compliance functions for assigned projects
- Manage and maintain relationships with member cooperatives, municipal utilities, and external agencies
- Represent GRE in public outreach and conflict resolution related to construction projects as requested
- Supervise, coach, and cultivate department staff and other GRE employees to maximize productivity, teamwork, and employee engagement
Bachelor’s degree in engineering, construction management, or related field. Minimum eight years of experience in the electrical utility industry with proven experience managing cross-functional teams and large-scale construction projects. Leadership experience in transmission construction is highly desirable . Military service or eight years of heavy construction experience may be substituted for bachelor’s degree.
