Central San, a progressive public utility, is seeking a Management Analyst in the Engineering and Technical Services Department. Under general supervision, performs complex management, financial, budgetary, administration, and program analysis in support of the Capital Improvements Program and Capital Projects. Develops, implements, and manages various program management functions and reports in support of the Capital Projects Division, Capital Improvements Budget, and Ten-Year Plan. Monitors program performance and recommends and implements modifications to systems, processes and procedures. Responsible for monitoring, coordinating, and updating program reports for the Capital Projects division and working closely with Senior leadership and project managers from all Departments and Divisions including Finance. Ensures that the administration, controls, tools, and reports related to capital delivery and performance are in place and routinely updated. Responsible for technical expertise involving administration, configuration, project projections, and reporting of Capital Projects. Develops, monitors and publishes metrics and performance indicators for the Senior staff and management team. Gathers, analyzes and interpret data and make recommendations based on findings.
- Develops, implements, and manages various functions within the Capital Program in support of the departments goals and success measures;
- Monitors and reports program performance and recommends or implements modifications to systems and standard engineering procedures;
- Provide system administration for reporting using Central San’s enterprise performance management and contract systems for budgets, expenditures, schedules, and projections;
- Measure and publish key metrics and performance indicator’s to the project managers, senior program managers, and management;
- Work along with the key department stakeholders and capital improvements program, interpret data or projections and make recommendations based on findings.
Experience:
Three years of full-time experience performing administrative, operational, management, and/or financial analysis.
Education:
Possession of a Bachelor's degree from an accredited four-year college or university with major coursework in business or public administration or a related field.
Substitution for Education:
Four years of additional qualifying experience as noted above may be substituted for the Bachelor's degree.
Additional Desirable Certifications:
- Possession of a Project Management Professional (PMP) Certificate is desirable.

The most qualified candidates will be invited to participate in the examination process. Human Resources shall determine the examination steps to be used for this recruitment. The steps may include, but are not limited to, a written examination, practical examination, application screening, and/or oral board examination. One or more of these steps may be used and in any order. At the end of the testing process, candidates passing all of the examination steps will have their names placed on an eligibility list. The list is valid for six months and may be extended up to an additional six months at the request of the hiring department. The hiring list established by this recruitment may be used to fill future vacancies in this classification.
