JOB SUMMARY

Your job in the department is to . . .

Assist and be trained in the following; install, construct, troubleshoot, repair, dismantle, adjust, replace, and test equipment used in the operation of an electric utility transmission and distribution system including substations.

Your job also involves . . .

Working under the direction of a journeyman Maintenance Wireman in accordance with safety and construction standards and regulations for a three (3) year (minimum 6000 hours of on-the-job training) apprentice period.


DUTIES & RESPONSIBILITIES

Tasks listed are intended to be descriptive and not restrictive. An employee in this classification may perform any of the tasks listed; however, these examples do not include all the tasks which an employee may be expected to perform and may change as determined by the needs of the company.


The essential functions of this position require prioritizing and completing all assigned tasks in a timely and efficient manner, adjusting for changing priorities and availability of resources, and demonstrating initiative in identifying additional job-related tasks to be completed when time permits. The amount of time performing each function may vary day-to-day. All duties shall be performed in an efficient and professional manner in accordance with applicable labor agreements and Central Lincoln’s Safety Manual and under the direct supervision of a designated supervisor.


JOB FUNCTIONS

Under the direction of a Journeyman Maintenance Wireman, install, construct, troubleshoot, repair, dismantle, adjust, replace, and test equipment used in the operation of an electric utility transmission and distribution system including substations.


- Assist in the installation, operation, construction, maintenance and inspection of substation equipment such as: air, oil, SF6 circuit breakers, station class transformers, steel structures, bus, insulators, lightning arrestors, conduit, voltage regulators, load tap changers (LTC’s), substation battery banks and battery chargers.

- Report and/or repair any abnormal conditions. Calibrate regulators and LTC’s for proper operation.

- Change Transformer nitrogen tanks as needed.

- Check site security while making visits to substations; perform quarterly fence inspections, record power circuit breaker operations and reset targets.

- Operate power tools and power equipment.

- Utilize test equipment and test electrical equipment and systems to determine suitability for service.

- Accurately record data, repair, adjust or recalibrate equipment, or report condition or status as appropriate.

- Read electrical schematics and perform transmission and distribution switching in substation.

- Document work procedures as required.

- Assist Journeyman in making suggestions to Electric Operations and Engineering personnel in design process.

- Clean the control houses, remove trash, and keep substation grounds clean and orderly.

- Coordinate with contractors and work directly with Engineering as needed.

- Assist in installing, repairing or replacing electrical equipment during unscheduled outages.

- Practice safe procedures and technique, and proper use of personal protective equipment and personal grounds.

- Assist in developing predictive and preventive maintenance procedures and maintenance intervals for equipment and systems.

- Respond to, contain, and clean up oil spills that may occur at substations or other Central Lincoln facilities.

- Assist Engineers with SCADA integration

- Listen and make suggestions as appropriate as the Foreman discusses jobs with the Engineers.

Participate in the crew tailboard discussion.


Complete timecards, reports, data tickets, logs, job-related forms, and other similar paperwork accurately, completely, timely, and in the format prescribed and explained by Human Resources or supervisors.


Maintain regular, consistent, and predictable attendance, including being available, accessible, and able to complete all required essential functions and assigned job tasks during the assigned work schedule.


Communicate in a professional, respectful, and courteous manner with all employees, customers, the Board of Directors, and others with whom we may work. Knowledge of:

- Work practices, installation methods and procedures, test procedures and equipment, materials, tools and equipment used in the installation, operation and maintenance of electrical equipment and power systems in substations.

- Principles of electricity, basic math, wiring, and connections and the ability to apply this knowledge.

Utility work rules, laws and regulations including NESC, OSHA 1910.269, Oregon OSHA and other codes concerning utility and construction operation, as well as the utility and division goals, policies and objectives.



Skill or ability to:

- Use proper rigging technique for station class transformers and heavy station equipment.

- Read electrical schematics and perform transmission and distribution switching in substation.

- Practice safe procedures and technique, and proper use of personal protective equipment and personal grounds.

- Continuously improve skills and become familiar with new technology.

- Learn principles, circuits, systems, and equipment.

- As you work, demonstrate proper procedures, techniques and skills.

- Ability to perform basic computer functions, including data entry into a Computerized Maintenance Management System (CMMS), such as CASCADE.

- Mechanical Aptitude.

- Physically perform the tasks of the position and work effectively with others on a crew, occasionally in a confined area for extended periods under adverse conditions.

- Demonstrate cultural competency through respectful, inclusive work habits and through the valuing and welcoming of cultural differences in all position responsibilities.

MINIMUM QUALIFICATIONS


Minimum Education Level


High School Diploma / GED

Specifics: Must be 18-years of age or older. Must have completed one year of high school algebra or equivalent with a passing grade of C or better. Must have successfully completed a basic electricity course approved by the JATC committee.


Minimum Experience Level - None

Substitution Note: Any combination of education, experience and training which demonstrates the ability to perform the required job functions may be qualifying.



Certifications Specifics: First Aid/CPR


Driver’s License CDL License required Specifics: Oregon Class A CDL Required.


WORKING CONDITIONS Job Conditions

Typical Field Environment: Work in the field environment may require bending, climbing, crawling, stretching, pulling, pushing, standing, twisting, and walking over uneven ground. There is a common exposure to dust, pollen, traffic, and fumes. Fieldwork may be performed in adverse weather conditions such as snow, rain, wind, flooding, summer heat, etc. When in the field, a significant amount of driving is required.

Travel: Travel occasionally via traditional modes of transportation (including airline travel) over long distances, some of which may involve one or more night stays out of town, both within and outside the state of Oregon.


AVAILABILITY AND ACCESSIBILITY

Due to the nature and scope of the essential functions, the importance of personal interactions with coworkers and members of the public, and the availability of job-related tools, equipment and resources at work, performance of the essential functions requires regular, consistent availability, accessibility, and/or presence on-site.


Approximately 40 hours / week may be required to efficiently perform the job duties of this position, including presence at designated internal and external meetings. This position also requires availability and accessibility to respond to and address emergencies and critical situations outside of normal business operating hours in the evenings and/or during weekends.


All Central Lincoln non-exempt employees are expected to work varying amounts of scheduled and unscheduled overtime, especially during inclement weather, storm events, power restoration activities, periods of high-volume work, and to accomplish special projects. Overtime may range from working a normal eight- or nine-hour workday to 24 – 36 hours of continuous work during power restoration periods. Exempt employees are expected to work as many hours as are necessary to ensure that the goals and needs established by Central Lincoln are met.
