The HSE Representative performs compliance inspections (on-site and in the field) to ensure all relevant parties observe the organization’s Department of Transportation (DOT) and Health, Safety, and Environmental (HSE) programs, policies, and procedures; assists with compliance reporting and trains supervisors on reporting standards; and documents all occurrences of noncompliance with the organization’s HSE policies, Standard Operating Procedures (SOPs), and government regulations.
Responsibilities
- Perform compliance inspections (on-site and in the field) to ensure all relevant parties observe the organization’s DOT and HSE programs, policies, and procedures
- Regularly meet with crews before, during, and after a job
- Coordinate routine hazard identification, inspections, quarterly facility compliance audits, Behavior-Based Observations (BBS), Job Safety Analyses (JSAs), and define appropriate mitigation steps
- Monitor employees’, contractors’, and vendors’ compliance with the organization’s HSE policies (i.e., SOPs, policies, work instructions, and applicable governmental regulation requirements, etc.)
- Document and report all occurrences of noncompliance with the organization’s HSE policies, SOPs, and government regulations
- Sign in and participate in all mandatory safety stand down meetings
- Conduct the organization’s Life Saving Rules Observations, use stop work authority when necessary, and perform immediate corrective action upon observance of noncompliance
- Assist with incident reporting and train supervisors on reporting standards
- Train new employees and supervisors on HSE, DOT, organizational, and other regulatory safety standards
- Attend all required training and certification courses (i.e., Radiation Safety Officer (RSO) certification, CDL license, CDL Driver trainer, Defensive Driving trainer, etc.)
- Maintain current knowledge of DOT, Occupational Safety and Health Administration (OSHA), organizational policies, and other federal, state, or local regulations
- Inspect and distribute Personal Protective Equipment (PPE)
- Monitor convoy location arrival and departure speed and spacing
- Assist with rig-up and rig down when necessary
- Safely transport personnel and equipment to and from location as needed
- Safely drive a company vehicle day or night, on various road types, and in all weather conditions
- Maintain compliance with HSE policies by attending all required HSE training sessions, safety meetings, and always utilize proper PPE
- Other duties as assigned
- Either 2 years’ experience as an oilfield HSE Representative, or 2 years’ experience in oilfield operations, required
- Associate degree or equivalent from an accredited college or technical school will be considered in lieu of experience
- Maintain a current, valid driver’s license and a clean driving record, required
- Must be willing to be on call every other weekend
- Must have general knowledge of the oil and gas industry
- Strong verbal and written communication skills, able to effectively interact with contractors, vendors, and personnel at all levels of the organization
- Can exercise independent judgment, professionalism, and discretion while performing duties
- Good organization and time management skills, able to prioritize workload
- Must be driven, self-motivated, and possess a strong work ethic
- Flexible, can easily handle changes to HSE program requirements and organizational policies
- Proficient working in Microsoft 365 applications and able to quickly learn other work-related software
- Able to safely perform duties and operate a vehicle during a 12+ hour work shift that will include days, nights, weekends, or holidays- Able to safely operate a vehicle day or night, on various terrains or road conditions, and in all weather conditions
