Position Summary:
Horizon Maritime Northern Services Ltd. is seeking a qualified High Angle Rescue Technician for confined spaces to join our safety team at the site at the Marine Transport Services Shipyard and Terminal in the Northwest Territories. This role plays a vital part in ensuring confined space entry operations are conducted safely, with immediate rescue capabilities in place. The successful candidate will also deliver practical training and mentorship to workers involved in confined space work.
While the role is primarily field-based, candidates must be willing to work remotely and respond to deployment requests on short notice, supporting project sites throughout the region. This position supports Horizon's commitment to a safe and compliant workplace and will play a leadership role in emergency readiness.
Key Responsibilities:
•Act as designated standby rescue personnel during confined space entries.
•Maintain a continuous state of readiness to initiate rescue from confined spaces or high elevations.
•Conduct hazard assessments.
•Operate and maintain fall protection and retrieval systems (e.g., tripod, winch, SRLs).
•Lead and facilitate confined space rescue drills and emergency simulations.
•Deliver in-field training to workers on confined space rescue procedures and equipment use.
•Inspect and maintain all rescue and gas detection equipment to ensure operational readiness.
•Provide input into rescue pre-plans and emergency procedures.
•Coordinate directly with confined space attendants, entrants, supervisors, and permit issuers.
•Respond rapidly and effectively to confined space incidents or emergencies.
•Ensure all rescue operations comply with CSA Z1006-16, WSCC regulations, and internal safety standards.
•Coordinate with emergency services if an incident occurs.
Required Qualifications and Certifications:
•Confined Space Rescue Certification (NFPA 1006 or equivalent).
•Fall Protection Certification (issued within the last 2 years).
•First Aid Level C with CPR/AED.
•Minimum 2 years of hands-on experience in confined space rescue or industrial emergency response.
•Proficient in the use of atmospheric monitoring and ventilation equipment.
•Demonstrated ability to deliver hands-on training in confined space environments.
•Physically fit and capable of performing rescues in challenging confined environments.
•Excellent situational awareness, teamwork, and communication skills.
•Rope rescue or high-angle rescue training (SPRAT/IRATA) considered an asset
•Marine or shipyard experience considered an asset.
Working Conditions:
•Work is primarily conducted outdoors or in confined marine environments.
•Physical demands include climbing, lifting, crawling, and use of safety harness systems.
•Personal Protective Equipment (PPE) is mandatory and provided.
•Remote work coordination may be required between deployments.
