The SR400 Express Lanes Project is a transformative $4.6 billion infrastructure initiative led by SR400 Constructors, a 50/50 joint venture between Flatiron Dragados and ACCIONA. Commissioned by the Georgia Department of Transportation (GDOT) and Georgia State Road Tollway Authority (SRTA), the project will add two 16-mile express lanes from Sandy Springs MARTA Station (Exit 5) to McFarland (Exit 12), enhancing mobility along one of Georgia’s busiest corridors. With a peak workforce of over 500, the project also includes dedicated bus rapid transit stations and key bridge refurbishments. Construction is set to begin in late 2025, with substantial completion anticipated in 2031.

We are seeking a highly skilled and experienced Technical Office Manager to review and manage the constructability of the Design, facilitating the alternatives analysis and decision making on different design and construction solutions with the main Designer to be included in the RFCs drawings. This role will be report directly to the Project Chief Engineer and will be coordinate with the Construction Manager. Involves providing direction and support to operational and technical staff, managing internal resources and consultants, and ensuring effective project design is executed without need of adjustment during the Construction phase.


Job Description

Oversee the technical aspects of construction projects and ensure that all design and construction activities are aligned with project goals and regulatory standards.
The job duties include preparing, compiling, auditing, and reviewing various designs reporting and resolving any inconsistency from the constructability point of view
The role involves performing engineering design tasks from conceptual design (alternatives) to detailed design (in conjunction with the main designer), developing and implementing processes related to design, supervising the work of other designers, and ensuring compliance with State, Federal, Local, and other requirements related to design.
Supervise and review the preparations of construction method statements, means and methods and monitoring processes with construction personnel.
Preparing technical and material submittals.
Planning and maintaining project Technical Office budget and schedule to facilitate Construction progress.
Attend progress meetings, discuss and suggest technical proposals.
Take part in the project management review and risk management review.
Coordinate between the construction and engineering teams ensuring that the constuction requirements are conveyed to the engineering teams and that the engineering deliverables satisfy the construction requirements
Managing the cost analysis to facilitate decisions in conjunction with the Cosntruction Team
Coordinate with quantity surveyors or payment appreciations and change orders.
Documenting project issues/conditions.
Maintaining organized and detailed project records and work with the Design team in the as built drawings.


Required Skills and Competencies

Bachelor’s degree in construction management, Civil Engineering, or a related field. A master’s degree or MBA may be preferred.
Minimum of 10 years of professional experience in design and construction management, preferably in large-scale infrastructure projects.
Proficiency in engineering design tasks, developing and implementing processes related to design, and ensuring compliance with State, Federal, Local, and other requirements.
Familiarity with regulatory requirements and the ability to ensure compliance with various standards
Strong communication skills to act as a link between design and construction teams
Experience in managing multidisciplinary Team. Experience in both conceptual and detailed design is essential
Previous major project Joint Venture experience is desirable
Knowledge of local standards and regulations in the United States
Geotechnical and roadway background preferred
