Position Summary
The Gas Construction Crew Supervisor oversees and supervises day-to-day construction & maintenance functions performed by internal CoServ crews.
Primary Position Responsibilities
•Maintains records to assure company construction and maintenance personnel follow Operator Qualification and Safety Program.
•Oversees day to day operation of company construction and contractor maintenance crew.
•Maintains records and manuals for construction crew and assures they are up to date with current equipment and tools.
•Oversees company construction activities to ensure compliance with local, state, and federal requirements.
•Reviews and approves invoices for construction, maintenance, and material.
•Monitors employees’ activities to ensure compliance with company, city, state and federal regulations.
•Assists in the development and ongoing monitoring of the department’s operating budget and the correlation of financial and operational information.
•Works closely with accounting to ensure construction projects are accurately recorded and closed.
•Reviews documentation of completed projects and certifies the records are correct.
•Maintains relationship with city, state, and federal officials.
•Oversees jobsite safety for entire crew.
•Accounts for material used and crew hours.
•Assures crew members’ Operator Qualifications and training are up to date.
•Thorough working knowledge of CoServ Gas O&M Manual
•Thorough working knowledge of CoServ Construction Specifications.
•Thorough working knowledge of Texas Railroad Commission.
•Thorough working knowledge of DOT 191 and 192.
•Maintains Operator Qualification status on applicable covered tasks as identified in the CoServ Gas Operator Qualification plan.
•Must be able to obtain Energy World Net Master Evaluator Certificate.
•Complies with established CoServ safety and operating rules, procedures and guidelines including reporting unsafe practices to a supervisor.
•Complies with established CoServ Information Security Handbook, policies, procedures, and guidelines including reporting suspected information security incidents to Tech Support.
Secondary Position Responsibilities
•Receives training as directed by the Operations Manager.
•Attends regularly scheduled Safety Meetings and any other meetings as required.
•Attends Annual CPR/First Aid Training.
•Attends meetings or functions hosted by city, state, and federal agencies.
•Assists Operations Department in pressure monitoring during peak load days.
•Assists Operations Department in customer restorations during outages.
•Works in construction on-call rotation.
•Maintains company provided tools and equipment in proper working conditions.
•Recommends changes and updates to the construction specification manual as required.
•Attends CoServ University required training.
•Performs other duties and activities as directed.
Supervisory Responsibilities
•Supervises all internal construction, maintenance personnel, and equipment.
•Oversees contractor maintenance crew(s).
Position Requirements
Education and Certifications Required
•High School Diploma or G.E.D equivalency.
•Must be able to acquire (within 90 days of date of hire) and maintain Poly Fusion Certifications, Trench & Excavation Safety Competent Person Certification, and Work Zone and Traffic Safety Certification.
•Must be able to acquire and maintain company Operator Qualifications.
Education and Certifications Preferred
•Poly Fusion Certification.
•Trench and Excavation Safety Competent Person Training.
Experience Required
•5 years’ experience in Gas pipeline construction.
Experience Preferred
•2 years’ supervisory experience.
Skills and Abilities Required
•Basic skills in the operations and functions of computers including but not limited to Windows, Excel, Word, Outlook.
•Must possess excellent oral and written communication skills and an ability to effectively interact with customers, peers and various levels of management.
•Must have a working knowledge of CoServ’s service area and distribution system or the ability to acquire.
•Must be knowledgeable of CoServ’s tariff, policies, rules, regulations, and procedures, or the ability to acquire.
•Understanding of CoServ maps, Procedures Manual, work orders, staking sheets, NFPA safety codes, OSHA safety codes, and any CoServ forms related to work being performed or ability to acquire the CoServ specific knowledge.
Skills and Abilities Preferred
Physical Requirements
•Works both in the office and outdoors.
•Ability to lift a minimum of 50 pounds.
•Drives company vehicle as needed.
•Operates office equipment such as a computer, telephone, fax machine, copier, etc.
•Ability to sit for long periods of time.
•Works in areas with possible exposure to poison oak, poison ivy, and insect stings.
Other Requirements
•Resides within 30 minutes from service area for response time.
•Must have and maintain a valid Texas driver's license.
•Must be able to acquire and maintain a Class A Commercial Driver’s License and be certified as a DOT driver (must certify within 90 days of hire).
