he Environmental Specialist will be based at the Sweeny, TX Refinery location.


Responsibilities May Include

Contributing as a key member of the Environmental Team focusing on Federal and State (Texas) Hazardous (RCRA) and Industrial Waste regulations and associated waste permitting and registrations.
Oversight of the hazardous and Industrial Waste programs at the Sweeny Refinery, Freeport, Jones Creek and San Bernard Terminals
Ensure that all waste related activities are completed with adherence to environmental federal and state regulations.
Preparing periodic reports and plans such as Annual Waste Summary, SARA Tier II, SARA Toxic Release Inventory (TRI), P2 Plan, Waste Minimization Plan, Integrated RCRA Contingency Plan
Manage and keep current the site’s Notice of Registration on STEERS
Maintain records and correspondence with regulatory agencies and coordinate fee payments associated with waste activities.
Evaluate wastes for proper identification, handling and disposal site.
Prepare and maintain waste profiles, manifests and other waste shipping documentation.
Lead for waste minimization, pollution prevention and recycling programs.
Conduct site assessments and maintain an accurate waste inventory
Oversight of asbestos abatement program, maintain records.
Coordinate with disposal sites and transporters to ensure proper waste management of all refinery wastes.
Interpret and incorporate new regulations as they relate to current refinery waste practices.
Develop procedures for waste and maintenance related activities applying knowledge of RCRA, TSCA, DOT & Texas Environmental regulations. Ensure that Environmental Procedures assigned to the waste specialist are kept current and accurate.
Communicate environmental requirements to waste handling contractor staff, groups generating refinery waste, refinery management and maintenance.
Interact with refinery maintenance and operation groups to assure proper management of waste and materials. Coordinate coverage of these groups during periods of high activity including capital projects and turnarounds.
Communicating with regulatory agencies including interacting with agency personnel for on-site inspections/audits.
Performing field inspections and complete weekly environmental inspections, complete required inspection documentation and coordinate corrections to any findings during inspections.
Assisting with site waste characterization and response actions for sites in the Texas Risk Reduction Program.
Communicating regulatory and permit requirements to all personnel whose areas are affected and provide training as needed.
Maintain log of wastes generated, location in facility and timing of disposal.
Use tracking system to manage inventory of equipment on-rent, spend, and waste in storage areas.
Assist in review of invoices from waste disposal and transporting to ensure proper billing and accuracy.
Available for environmental on-call and call outs as needed.


Required Qualifications

Legally authorized to work in the job posting country
Bachelor’s degree in Environmental Engineering or Science, Chemical Engineering or related technical degree
5 or more years of experience working with state and federal waste regulations
Working knowledge of Texas Industrial Waste regulations, Texas Spill Rule, Federal RCRA regulations and DOT HAZMAT shipping.
Demonstrated ability to work with company and contract employees

Preferred Qualifications

RCRA certified/trained
DOT HAZMAT ground shipper certification
Strong teamwork skills
Strong knowledge of environmental regulations and their application to refining operations, including development and implementation of programs to comply with new regulations
Strong ability to audit and assess performance of existing compliance programs and implement corrective measures when necessary
Proven ability to work with all layers of the organization and outside the organization
Strong written and oral communication skills. Being able to communicate both technical and practical information.
Strong networking and organizational skills
Good computing skills, Microsoft office applications
40-hour OSHA HAZWOPER certification a plus
Ability to work with and through the US Refining organization to initiate positive change
Ability to work with all levels in the refinery to establish environmental priorities and complete critical tasks
Ability to resolve conflicts and drive group consensus.
Strong interpersonal communication skills

The Sweeny Refinery is located in Old Ocean, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, and aromatics units, as well as access to the on-site vacuum tower and delayed coking unit, which is an asset owned by Phillips 66 Partners. Sweeny processes heavy, high-sulfur crude oil and some light, low sulfur crude oil. Domestic, Canadian and other foreign crude oil is transported by truck, pipeline, marine transportation and terminals. The refinery produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, heating oil and petroleum coke. The refinery receives crude oil by pipeline and via tankers, through terminals on the Gulf Coast, including a deepwater terminal at Freeport. Refined products are distributed throughout the Midcontinent region, southeastern and eastern United States by pipeline, barge and rail car. Refined products are also exported to Latin America by waterborne cargo.
