Southwestern Power Administration, a division of the U.S. Department of Energy, partners with Wyandotte Technologies to provide essential service support. We are currently offering a long-term opportunity for an exempt, salaried Environmental Specialist to assist environmental compliance efforts and support cultural resource management across Southwestern’s transmission system.
- Monitor and achieve environmental and cultural resource objectives set by the Environmental Program Manager/Director, ensuring compliance with ACHP, DOE, EMS, and EPA standards.
- Evaluate environmental and cultural resource policies, regulations, and laws; develop recommended procedures, work rules, and processes to support system-wide compliance.
- Advise on NEPA compliance and incorporate NHPA Section 106/110 requirements into project planning and execution.
- Conduct studies, impact analyses, technical reports, and mitigation strategies for proposed projects across Southwestern’s transmission system.
- Conduct comprehensive field investigations and prepare detailed reports on sensitive areas, including threatened and endangered species, habitats, wetlands, floodplains, waterways, and air quality, with the ability to assess potential project impacts on these environmental systems.
- Analyze field data to assess adequacy of monitoring systems; review incoming investigation data for accuracy and completeness.
- Secure necessary environmental permits and oversee compliance and implementation, with approvals from the EHSS Director and Environmental Program Manager.
- Coordinate, facilitate, and participate in Southwestern environmental meetings as directed by the EHSS Director and Environmental Program Manager.
- Conduct environmental, EMS, and tribal sensitivity training for federal and contractor personnel.
- Assist in conducting and documenting annual Environmental Management Systems (EMS) audits, including site assessments, inspections, stakeholder interviews, and record evaluations.
- Research, evaluate, and recommend landfill, toxic, or hazardous waste storage/disposal facilities or Southwestern’s hazardous waste.
- Monitor compliance for asbestos, lead, and herbicides as required by EHSS Director and Environmental Program Manager.
- Perform ArcGIS mapping for projects, and support of databases, files, and records for project integration.
- Review contracts for environmental concerns and develop recommendations for approval.
- Assist in the development and maintenance of environmental and historical resources record-keeping requirements, databases, and document management tools.
- Review internal systems for environmental compliance (maintenance, operations, power sales directives).
- Demonstrate the ability to interpret and provide guidance on the application of federal, state, and local environmental laws, regulations, and standards, including NEPA, DOE procedures, ESA, NHPA, ISO 14001:2015, the Clean Air Act, Clean Water Act, Oil Pollution Act, and TSCA.
- Regularly engage with internal and external stakeholders to support the development and execution of environmental compliance initiatives.
- Prepare NEPA environmental documentation for projects including transmission line rebuilds, new construction, facility upgrades, and equipment installations.
- Maintain document management resources to track program requirements.
- Produce environmental information for public or stakeholder-facing websites and communications.
- Bachelor’s degree required; master’s in environmental and/or earth science preferred
- Minimum 5 years of environmental data analysis, report writing and field work
- Project management experience required (agile preferred)
