Job Summary: This position is responsible for oversight, planning and implementation of HBPW’s environmental and regulatory compliance programs.
- Perform monthly audit of continuous emission monitoring system (CEMS) requirements for emissions units to verify compliance with permit limitations.
- Coordinate stack testing of emissions units and ensure proper reporting and record keeping.
- Serve as HBPW’s Alternate Designated Representative to environmental regulatory agencies.
- Ensure all required environmental reports and documentation are maintained and submitted to the appropriate regulatory agencies in a timely manner.
- Advise Departmental Staff in the policy, strategies and other applications of existing and new regulations.
- Train and instruct HBPW personnel on matters of environmental and/or regulatory importance.
- Assist HBPW departments in the application and/or renewal of operating permits as requested.
- Assist HBPW departments in the development of compliance plans and programs related to operating permits (NPDES, ROP, etc.) as requested.
- Assist HBPW departments in the periodic review and updating of regulatory plans for HBPW sites such as SWPPP, SPCC, and PIPP to assure that they align with regulatory requirements.
- Develop and maintain procedures, programs and reports necessary to ensure compliance with environmental regulations impacting the HBPW that are not tied directly to operating permits. Examples include but are not limited to hazardous waste manifests and SARA Tier II.
- Develop post-closure compliance plans and oversee associated activities for retired operational sites.
- Perform periodic audits of organizational environmental programs and provide periodic status reports on performance of regulatory compliance and training programs.
- Interface with regulatory agencies through responsive and professional communication.
- Provide assistance in the correction/mitigation of environmental and regulatory incidents, assure proper reporting and record keeping, and maintain incident records.
- Perform other related duties as assigned.
- Bachelor’s degree in Environmental Science, Environmental Engineering or related field; or equivalent education and experience.
- At least two years experience in environmental management in a utility or manufacturing environment.
- Strong organizational and time management skills, including the ability to effectively manage multiple projects with conflicting priorities.
- Working knowledge of the governmental agencies affecting environmental regulatory compliance.
- Excellent verbal and written communication skills, including the ability to concisely condense complex issues and develop clear unambiguous communications.
- Interpersonal skills necessary to effectively communicate with organizational and governmental officials and the general public in situations requiring tact and patience.
- Excellent computer skills, including working knowledge of Microsoft Office software applications, databases, internet research and data management.
- At least five years of experience in environmental management in a utility or manufacturing environment.
- Five or more years of experience with electric generation air quality regulation compliance.
- Prior experience with ECMPS, MiEnviro, and other related regulatory reporting systems.
- Effective workplace skills as demonstrated through WorkKeys assessments (Workplace Documents – 5, Applied Math – 5, Graphic Literacy – 5).
- Occasional outside work with potential exposure to extreme hot or cold weather conditions.
- Work in close proximity to environmental hazards associated with high voltage electrical, rotating mechanical and other utility-related equipment hazards.
- Potential for exposure to chemicals, dust, confined spaces, high locations, noise, EMF, fumes, odors, uneven and slippery surfaces, and/or dirt.
- Ability to climb ladders and stairs
