JOB FAMILY SUMMARY PURPOSE:
Under the general supervision of the Manager – Transmission and Substation Engineering, is responsible for designing, analyzing and determining civil requirements for substation assets and is responsible for ensuring work is completed and documented appropriately. Performs equipment foundations (piers or slabs) evaluations and gathers and analyzes field data. Also, is responsible for the preparation of engineering designs and construction specifications, procurement of construction materials, and/or services by contractors and the inspection and compliance of all the assigned projects.
EDUCATION:
•Civil Engineering. College level course work in structural analysis, soil mechanics, power systems, and surveying preferred.
EXPERIENCE:
•0-3 years or more experience required.
MINIMUM KNOWLEDGE, SKILLS & ABILITIES:
•Knowledge of the National Electrical Safety Code as it pertains to substation and transmission civil facilities preferred; fundamentals of electrical schematics and wiring diagrams, civil engineering design and techniques, civil construction methods and specifications, project estimating and scheduling, and applicable standards.
•Ability to coordinate, organize, and prioritize tasks; perform complex calculations and operate personal computer with engineering software AutoCAD and PLS CAD applications.
•Ability to perform civil designs for control house, dead end towers, transformers, pads, cantilever structures stresses, pipes deflections, etc., calculates cost estimates, and prepare comprehensive reports for the construction process.
•Ability to analyze drainage and grade designs, geotechnical studies, topographic information data, perform complex engineering analysis, meet project deadlines, and prepare civil designs.
•Ability to develop design and construction documents.
•Effective verbal and written communication skills.
•Ability to maintain effective working relationships with officers, managers, fellow employees, and the general public.
•Ability to maintain a strong sense of propriety concerning confidential matters.
ESSENTIAL JOB FUNCTIONS:
•Prepares civil engineering design plans and drawings for the construction of new and/or existing substation and transmission facilities and related components.
•Estimates costs for capital budgets on the construction and maintenance of substations and transmission projects.
•Prepares economic analysis on engineering alternatives to facilities and equipment.
•Prepares bid specifications for the civil construction, expansion and modification of substation and transmission facilities and equipment.
•Identifies and manages maintenance projects.
•Develops and monitors substation and transmission asset maintenance plan.
•Assists with the planning and budget of construction of future substation and transmission facilities.
•Analyzes asset performance data to forecast maintenance requirements and reports issues and risks.
•Creates, in collaboration with crew Supervisor’s, civil work-related procedures.
•Ensures NERC and WECC compliance work is completed and documented appropriately.
•Prioritizes maintenance work and create work packets.
•Works with vendors to address material and equipment defects and failures.
•Creates and documents material standards and addresses general construction material issues.
•Identifies and documents substation maintenance best practices and procedures.
•Creates project justifications for capitalized maintenance construction projects.
•Procures material for maintenance projects.
•Manages maintenance material inventory.
•Valid driver’s license and be in compliance with the Company’s Driving Program policy.
•Complies with all applicable Company policies, procedures, and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations.
•Perform other related tasks that are not included but are within the context of the duties defined.
