Job Summary
The Energy Services Manager is responsible for administration of new or expanded projects and programs of a growing municipal joint action agency. The position reports to the VP of Asset Development. The position requires a self-motivated professional with experience in energy efficiency and/or renewable energy technology, good communication skills, capability to administer programs with relative independence, and experience in project-oriented operations. The position requires a meticulous and self-motivated individual who can work both independently and within a team and has strong interpersonal communication skills both written and verbal.
Essential Job Duties
•Administer assigned projects and programs the Company has launched or will launch in support of energy efficiency and climate change goals of the Company and its member utilities.
•Serve as a Company representative on external committees, working groups, and task forces as assigned and necessary; prepare briefings of the meetings for senior management and the Board. Communicate the position and goals of the Company in the formation of law and regulations pertaining to green energy, energy efficiency, climate change and others as identified and assigned by senior management.
•Assist individual members with development, implementation, and operation of customized projects and programs to meet the community goals as they relate to energy efficiency, emerging technologies as assigned, and others as assigned by senior management.
•Manage effective and accurate communication and data reporting activity between the Company and its vendors, contractors, contract service providers, consultants, regulatory agencies, and external parties.
•Serve as the Company’s lead on customer contact and member support related to the Company’s Energy Efficiency program. Monitor and direct vendor employees in our communities.
•Administer and perform compliance tasks for energy efficiency, climate change and all other assigned federal, state, or local programs on behalf of participating members. Design and promulgate all necessary documents and procedures to the participating members to assure legislative and operational compliance with State law and regulations.
•Develop programs and products the Members want to offer retail customers in the member service territories. Assist with programs and products related to but not limited to Green Energy and Demand Response.
•Provide training and support to responsible member utility staff relating to energy efficiency, emerging technologies as assigned and other topics as assigned.
•Facilitate communication and cooperative operations with the State Energy Office and related state personnel.
•Provide assistance with customer communication, data analysis and support services to member distribution utilities relating to energy efficiency and climate change programs, their associated customer contacts and other marketing and operational issues.
•Responsible for monthly data collection in support of MRPS and Green Energy Fund.
•Assist senior management with program policy development for special projects.
•Research policy effects on Company and Members and assist senior management with drafting legislation and regulations.
•Assist senior management with the monitoring and preparation of analysis relating to state regulatory issues, state and federal legislation, rate cases, complaint filings, and other proceedings at the Federal Energy Regulatory Commission, the Delaware Public Service Commission and PJM Interconnection Association.
•Develop and adhere to all related budgets.
•Other projects/duties as assigned for the overall benefit of the Company.
Minimum Education and/or Experience
•Bachelor’s degree in related field: or equivalent combination of education and experience.
•Three to Five years of related experience in energy efficiency and/or renewable energy technologies, sustainable community design preferred, two years minimum.
