Job Summary

The Environmental Health & Safety Manager is responsible to develop, coordinate, and execute all regulatory, multi-company or division specific training programs in support of the organization’s overall safety requirements. This position must understand the organization and our client(s) environmental, health, and safety requirements to ensure all practices and trainings are in compliance with all federal, state, and local guidelines. This position will ensure and manage change in the organization to effectively integrate safety practices into each employee’s behavior.


Essential Functions

Promote & enforce safety objectives, policies, procedures, and safety compliance set forth by the Zemba Companies safety manual, OSHA regulations, customer requirements and any federal, state and local laws which may apply.
Complete safety training for employees as needed, complete OSHA 30 training for all employees.
Oversee all incident reporting and complete incident paperwork and determine root cause analysis for correction in conjunction with the division manager.
Oversee the drug testing process for all Zemba companies.
Administrator for all Customer reporting sites (ISNetworld, Avetta, Browz, Vero, etc.).
As a part of onboarding new employees from a safety perspective, develop and complete all Customer required safety trainings for new hires.
Develop environmental health & safety programs, policies & procedures as needed.
Develop Site Specific Safety documentation for all projects when required by customers.
Continue to improve and monitor the use of proper PPE, specific to any and all types of services we are completing, all while maintaining quality, value and cost.
Complete onsite Safety Inspections of equipment & personnel; record data & share with division manager.
Maintain the list of assets that require DOT inspections and review the list on a monthly basis with the Fleet, Facilities and Maintenance Manager.

Oversee and coordinate, in collaboration with Human Resources (HR) internal safety programs, including but not limited to: drug testing, CDL requirements, tool box talks, workman’s comp compliance and accident analysis.
Maintain and update internal Standard Operating Procedures (SOP) for all current or new safe working practices and / or equipment, ensuring the SOPs are utilized and ingrained in each employees’ day-to-day work practices.
Lead by example to ensure the practice and enforcement of safe working techniques per the organizations safety policies, guidelines, and procedures.
Provide daily guidance and direction to the Management Team, Division Managers, Field Supervisors or employees to ensure a universal and effective approach is taken to applying safety policies and procedures.
Where issue, perform on the job training to ensure compliance.
Review accidents and / or safety incidents which occur, reporting and managing, in collaboration with Division Managers and HR, appropriate corrective actions and focused trainings.
Minimize risk at all times by ensuring that fire extinguishers, safety for vehicles, chemical containment, SDS, and insurances are being proactively managed and reviewed.
Work closely with HR and Division Managers to coordinate the appropriate safety training during new hire orientations.
Ensure inspections by regulatory agencies are coordinated and ensure deficiencies are proactively accessed and corrected.
Accountable for researching and writing safety policies to be compliant with reporting requirements for customers.
In coordination with HR, maintain employee safety training documentation and filing systems.
Serve on safety committees, as requested.


Competencies or Experience Requirements

Minimum of 5 years’ experience in the Environmental Health & Safety field.
Expert knowledge of applicable local, state and federal laws, regulations, nationally recognized standards and guidelines related to specialized health and safety functions including Occupational Safety and Health Administration (OSHA), and Department of Transportation (DOT), as required by the position.
Effective communication skills to interact and disseminate environmental health and safety procedures. Ability to present competently and confidently at various levels and formalities.
Strong analytical skills with the ability to take a pro-active approach to address issues before they create exposure.
Outstanding organizational and analytical skills required with the ability to conduct and maintain multi-company audits, trainings and programs.
Ability to work independently and collaboratively in a team setting while displaying a high level of self-direction and sound judgement.
Capacity to work in a fast-paced, unpredictable environment including the ability to respond promptly, in person, at all times, to work sites, as required.
Ability to wear and use appropriate protective equipment, as needed.
Sufficient strength and physical dexterity to perform duties and responsibilities of the position.
Working knowledge of computer programs, including the Microsoft Office Suite.


MSHA requirements for Safety Manager:

Work with the Mine foreman to maintain the MSHA books both onsite and in the Safety office.
Work with the Foreman to promote a safe & healthy work environment.
Assist with any issues found during MSHA audits to eliminate the issues and work to assure that the same issue does not occur again.
Submit the quarterly informational updates for VCM on the MSHA website.
Conduct any Incident investigations with the Mine Foreman and develop a Root Cause Analysis to help eliminate any issues.
Set-up the Annual MSHA update class with a Certified MSHA Trainer.


Education Requirements

Bachelor’s degree in Environmental Health and Safety or related discipline or equivalent work experience. Experience in teaching training classes such as:


OSHA 10 and 30


Confined Space


Excavation and Trenching


First Aid, CPR and AED


Hazwoper

Equipment Operation and Licensing (Telehandler, Scissor Lift, Boom Lift, Tow Motor, etc.)


Safety

Strict adherence to safety requirements and procedures as outlined in the Manual of Safety Practices and Procedures.


Travel

Travel to job sites is required as needed.
