Provides leadership and strategic direction and implements change in the areas of regulatory policy, filing requirements, and tariff and contract administration. Plans, organizes and directs team activities for the Company Regulatory needs. Consults and advises the Company staff and leadership on matters affecting rates and regulation. Leads the preparation, filing, decision process and implementation of regulatory matters, as appropriate. Responsible for the administration of rates and terms and conditions of service for filed tariff schedules and special contracts to ensure proper and uniform application and compliance.
- Lead and manage the regulatory team to coordinate regulatory strategies, including the filing of CCNs, rate cases, settlements, etc.
- Develop and maintain close functional working relationship with state regulatory commission personnel and other key stakeholders to advocate and represent the Company position for formal regulatory filings, rulemaking proceedings, workshops, pilot programs, etc.
- Coordinate all group work activities to perform regulatory activities such as filing preparation, discovery support, hearing participation, legal briefing, final order or settlement process, comments, reply comments, etc.
- Consults with and advises the Company staff of matters affecting rates and regulation.
- Lead the preparation and presentation of complex regulatory subjects to both internal and external parties.
- Maintain knowledge of trends and policies developing within the Commission and state that that affect the Company's operation.
- Establish and maintain continuous review of the Company's rates and terms and conditions of service as well as those of other companies, particularly those located in the state or adjacent to the Company's service territory.
- Lead the coordination of the investigation, response and documentation of any customer complaint brought before the regulatory agencies to ensure a fair and reasonable resolution that is consistent within the limits of the Company terms and conditions of service and applicable statutes.
- Plan, lead and coordinate state regulatory commission filings and associated financial impacts.
- Effectively and frequently provides regulatory updates to internal stakeholders.
- Promote and enforce all programs to safeguard employees, the general public and Company assets.
- Demonstrate the highest stands of ethical behavior and support the Company Corporate Compliance policy
- Bachelor's degree in business management, accounting, finance, engineering, or related field.
- Or a Master's degree or other advanced degree, in a related discipline.
- Master's degree/Certified Public Accountant/Certified Internal Auditor/Professional Engineers/PHD or other certification/license or advanced degree combination thereof preferred.
- Proficient oral and written communication skills, including the ability to articulate strategy, provide guidance to internal and external stakeholders, and support testimony in regulatory proceedings.
- Strong knowledge of utility industry issues and the regulatory/legislative process.
