Primary Purpose:

This position provides dedicated support to the Maintenance & Operations Department of Eanes Independent School District. Reporting to the Executive Director of Facilities, Planning, and Construction. The Director of Facilities and Bonds is responsible for overseeing capital planning, renovation, and construction initiatives, including new facility development and bond-funded projects. The successful candidate will demonstrate expertise in collaborating with governmental agencies, architects, contractors, and vendors, ensuring that all projects are delivered in alignment with district goals, budgetary requirements, and regulatory standards.

Qualifications:

Education/Certification:

- Bachelor’s degree from accredited institutions

- Strong technical, communication, and project management

- Proficient with architectural plans and construction documents

Special Knowledge/Skills:

- Ability to analyze and interpret problems assigned and present results with clarity and precision

- Ability to think logically, symbolically, and abstractly with attention to detail

- Strong organizational skills with the ability to prioritize tasks/workload, work independently under pressure

- Excellent communication skills, both oral and written

- Comprehensive knowledge of planning and project management practices

- Familiarity with laws, codes, and ordinances governing building construction and operations

- Proficiency in architectural and construction principles and methodologies

Experience:

- Five years related experience, including project management and direct management of major planning and/or construction projects for a large institution

- K-12 experience with budgeting, policies and bond elections

- Technical expertise in facility, planning and construction

- Experience in budget development, bidding processes, procurement procedures, and expense management

Licenses:

Class “C” Operator’s Driver’s License. The applicant selected must provide a current three-year Driving Record from the current state of residence. If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident.

Major Responsibilities and Duties:

- Develops and implements priorities and general strategies for facilities planning and construction; provides oversight of capital improvement programs.

- Administers operational budget in support of planning and construction activities.

- Directly manages the planning of construction projects which include development of an appropriate scope of work, including direct management through design, construction or post-construction phases; collaborates with other departments ensuring that work planned meets user needs.

- Coordinates and attends all Owner/Architect/Construction (OAC) meetings for active construction projects.

- Participates in long-range planning and development of new capital improvement programs; oversees development efforts for facility standards and project management standards.

- Coordinates with regulatory authorities and city and state advisory committees regarding issues such as land use, building code/safety issues, accessibility issues, historic landmark requirements, and other permitting or licensure requirements.

- Coordinates issues related to infrastructure capacity such as transportation and utilities, and future plans for such capacity.

- Collaborates with General Counsel and Purchasing Coordinator to negotiate contracts and other legal issues, including development of standard contracts, negotiating and administering contracts for services, and assessing legal implications relating to other work activities.

- Assists in preparation of reports for Board of Trustees and Bond Oversight Committee

- Direct supervision of Assistant Director of Facilities

Posture: Prolonged standing, frequent kneeling/squatting, bending/stooping, pushing and pulling

Lifting: Moderate lifting and carrying (up to 50 pounds); may lift and move textbooks and classroom equipment; load and operate computers, servers, storage and other equipment

Environment: May work inside and/or outside; regular exposure to noise; exposure to construction sites, elements or hard hat environments; travel to remote locations within the district

Mental Demands: Maintain emotional control under stress; reading; ability to communicate effectively (verbally and in writing); This position may have voluntary and/or required working hours during evenings and/or weekends. Work hours will be generally 8:00 a.m. to 5:00 p.m.

Job Type: Full-time

Pay: $87,851.00 - $122,569.00 per year
