Job Title Code: Executive Director – Bond Construction
Salary Grade: Starting at $135,000 – Commensurate with experience
This position is responsible for providing leadership planning, development, and implementation of the capital improvement plan (CIP). The CIP includes, but not limited to, execution of the General Obligation Bond, Certificate of Participation Bond and general maintenance and repairs of KCPS facilities. The ED of Bond Construction shall ensure compliance with state law, KCPS policies, and district goals in support of the strategic plan and district priorities. The position reports to the Chief Operating O?cer and is deemed a key employee, critical to district operations.
- Leadership & Oversight
- Provide strategic supervision of the Design & Construction teams with direct oversight of capital construction and major renovations.
- Provides leadership liaison of district bond partners; planning, guidance, accountability, and effective progress monitoring to ensure ends goals are met.
- Promote constructive labor-management relations through transparent communication, equitable practices, and adherence to collective bargaining agreements.
- Represent the division in district leadership meetings, contributing to cross-functional planning and decision-making.
- Strategic Planning & Policy Development
- Contribute to the development and execution of strategic operational plans that align with district priorities and support long-term goals.
- Apply data analytics and performance metrics to evaluate service delivery, identify improvement opportunities, and guide strategic choices.
- Collaborate on long-term planning for facilities and operations, ensuring alignment with the Missouri School Improvement Plan (MSIP) and district goals.
- Monitor and interpret evolving laws, regulations, and policies to ensure proactive compliance and informed operational adjustments.
- Project & Program Management
- Serve as the lead project manager for district construction initiatives, partnering with the Chief Operating Officer to ensure timely, cost-effective, and high-quality outcomes.
- Oversee the implementation of digital tools and systems that enhance operational efficiency and support district-wide initiatives.
- Ensure programs and initiatives are executed, aligning with board directives and superintendent priorities.
- Effectively plans and organizes school-specific preconstruction meetings, ensuring all impacted stakeholders are apprised and supported through project completion
- Financial & Resource Management
- Direct the development and oversight of departmental and capital budgets, ensuring responsible stewardship of public funds.
- Lead procurement processes, including competitive bidding and contract negotiations, to maximize value and maintain compliance with applicable standards.
- Strategically allocate resources to support district objectives while adhering to federal, state, and local regulations.
- Stakeholder Engagement & Communication
- - Prioritize inclusive engagement with students, families, staff, community members, and external partners to build trust and foster collaboration.
- Represent the Operations Division in Board of Education and district meetings, delivering clear, data-informed updates and recommendations.
Ability to communicate and connect with diverse stakeholders, presenting on capital projects, as needed.
To Be Successful at This Job, You'll Need: (Qualifications)
- Bachelor’s degree in Construction, Engineering, Architect, or related field.
- Minimum of five years of successful construction leadership experience with demonstrated results.
- Experience applying systemic approaches to operational management and process improvement.
- Strong leadership skills with the ability to supervise multiple departments, projects, and teams simultaneously.
Excellent presentation, communication, and analytical skills with the ability to evaluate issues that impact operational efficiency and effectiveness.
In Order to #LevelUp in This Role, You'll Need: (Preferred Qualifications)
- Prior experience leading K12 bond construction or school district operations.
- Advanced Degree or Professional License in Engineering or Architecture.
- In-depth knowledge of Missouri public education standards, benchmarks, and state regulations affecting district operations.
- Demonstrated success in leading strategic planning efforts, building teams, and achieving organizational goals.
Proven ability to communicate effectively with diverse groups of stakeholders, including district personnel, parents, and community partners.
