Any combination of experience and education that provides the required knowledge and abilities is qualifying, along with the specific licenses/certifications as outlined below:
Education Experience
~ Bachelor’s degree in Marketing, Communication, Public Relations, Public Administration, Political Science, or related field.
~ Master’s degree in a related field is highly desired and can substitute for one year of experience.
~ Minimum nine (9) years of progressive responsibilities in the development and coordination of customer experience, communications, outreach, government relations, legislation, customer service, or related area.
~ Minimum five (5) years in a management/ supervisory capacity.
~ Experience overseeing human-centered design and integrating customer experience insights into business decisions in a government or special district water utility setting is a plus.
Required License / Certification Desirable Licenses/Certifications
~ Accreditation in Public Relations (APR) through the Public Relations Society of America (PRSA), California Association of Public Information Officials (CAPIO) or a similar organization.
~ Certified Customer Experience Professional through the Customer Service Institute of America or similar.

Position FLSA Status
This position is at-will, exempt, unrepresented, and non-classified. Western Water employees are expected to work overtime, weekends, evenings and holidays as required to accommodate the agency needs, in addition to responding as a Disaster Emergency Service Worker.
