In Canada, CNOOC International has oil sands assets in Long Lake, located in northern Alberta just south of Fort McMurray, which is a SAGD and partial Upgrader operation with production capacity of 85,000 barrels of bitumen a day. We also have interest in several other oil sands projects, including Hangingstone, operated by Greenfire Resources Operating Corporation and Syncrude’s oil sands mining upgrading facility. In addition to our oil sands business, we have shale gas land in Northeast British Columbia, a power station in Balzac, Alberta, and interest in a wind farm in southern Alberta. Therefore, we are seeking a Development Program Engineer to join our growing team in Calgary, Alberta. This dynamic role will be instrumental in supporting the strategic planning and execution of operated Oil Sands development projects, contributing to Field Development Plans (FDP), Final Investment Decision (FID), and project execution activities to ensure successful capital delivery.
- Bachelor’s degree in Engineering (Petroleum, Mechanical, Chemical, or related discipline).
- 5–8 years of experience in upstream oil & gas development, preferably with SAGD assets.
- Fluency in spoken and written Mandarin Chinese considered an asset.
- Experience in project coordination, development planning, and capital project execution.
- Familiarity with reservoir engineering, well pad design, pipeline systems, and facility integration.
- Strong analytical, organizational, and communication skills.
- Proficiency in Microsoft Office (Excel, PowerPoint, Word); experience with project management tools is an asset.
- PMP certification or progress toward certification is preferred.
- Team-oriented with a proactive approach to problem-solving.
- Ability to work effectively across disciplines and cultures.
- Strong attention to detail and ability to manage multiple priorities.
- Demonstrated ability to contribute to strategic planning and execution in a dynamic environment.
- Assist in the development and review of Green Field and Brown Field project plans, including FDP and FID documentation.
- Support the preparation of annual strategic plans and 18-month rolling project plans for operated assets.
- Contribute to the coordination of technical assurance processes for facility and subsurface development projects.
- Participate in project reviews, risk workshops, technical peer reviews, and capital decision gates.
- Monitor project timelines, budgets, and scope changes, ensuring alignment with strategic objectives.
- Collaborate with subsurface, facilities, and operations teams to support project execution and startup.
- Assist in trialing new technologies and analyzing results to inform future development opportunities.
- Prepare technical reports, presentations, and documentation for internal and external stakeholders.
- Ensure compliance with CNOOC International standards and processes throughout project lifecycle.
