Job Summary
The Deputy Director of Compliance assists departmental director in planning, organizing, and directing the compliance division of the Evansville Water and Sewer Utility (“Utility”) involved in drinking water production & distribution, and sewer collection & treatment. This position requires a proactive approach to assist in developing and implementing policies and procedures that ensure compliance and adherence with all relevant federal, state, and industry laws, regulations, and standards, including the Safe Drinking Water Act and the Clean Water Act in managing water, wastewater, industrial pretreatment, and environmental quality.
This position does related work as required. Work is performed under the general direction of EWSU’s Executive Director and Director of Compliance and Performance. Supervision is exercised over all compliance divisional personnel.
Essential Duties and Responsibilities
•Provides director with needed information and assistance in moving overall department vision and goals forward; assists director in day-to-day tasks; trains on and develops core understanding of activities in all other water and wastewater divisions for purposes of performing director’s duties in the director’s absence.
•Provides clear and concise information through organization channels (up and down) as needed to inform subordinates and superiors of significant issues that arise; provide clear written and oral communication on all matters of concern.
•Prepares division budgets for Director’s review of all subordinate divisions; monitors expenditures and revises operating budgets as needed.
•Prepares and/or completes correspondence, forms, reports, or other documents to meet regulatory and state reporting requirements, forwards or maintains.
•Directs the preparation of division reports to all agencies; receives reports, charts, blueprints, forms, correspondence, and contracts; monitors water quality from operational and chemical reports/date; reviews, processes or forwards, maintains documentation for reference.
•Coordinates with the Utilities Director on water and wastewater treatment and compliance issues and problems of a non-maintenance nature to include system process modeling, capacity requirements, process changes, process energy and material uses, etc.; coordinates with the Utilities Director on all regulatory or permitting requirements from state and federal government.
•Identifies potential areas of compliance vulnerability and risk and develop and implement corrective action plans.
•Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new procedures, practices, technologies, trends and advances in water and sewer systems.
•Consults with supervisors, regulatory agency personnel, the legal department, and other agency officials to review departmental operations, discuss problems, coordinate activities, develop long-term plans, provide technical expertise, and receive advice/direction.
•Assists in developing department policies and procedures to ensure compliance with state and federal guidelines to include identifying proactive operational and maintenance activities or programs that ensure proper function, maximize service life of those assets, improve service reliability to customers and reduce long-term operating costs.
•Advise internal management or business partners on the implementation or operation of compliance programs. Prepare management reports regarding compliance operations and progress. Provide employee training on compliance related topics, policies, or procedures.
•Reviews internal processes to ensure there are no violations of standards or regulations. Provide assistance to internal or external auditors in compliance reviews.
•Ensure all processing and documentation of all transactions are in compliance with all applicable City, County, State and departmental policies and procedures.
•Establishes division goals and objectives for all subordinate divisions; consults with Utilities Director, regulatory agencies, and others for this purpose; implements department rules, regulations and policies.
•Monitor and analyze performance metrics and data to identify areas for improvement.
•Oversee laboratory operations and ensure they operate effectively and efficiently.
•Attends workshops, training sessions, and other professional development educational opportunities to remain cognizant of the major issues arising that may impact subordinate divisions; stays abreast of new technologies, techniques, and other operational updates to insure most efficient and effective long-term asset management.
•Coordinates training activities for new employees and existing staff; provides guidance, assistance, and technical expertise to staff members.
•Assist in planning and organizing departmental projects, process projects, and production needs, and workload; assigning work; developing employee work schedules to provide coverage; monitoring status of work activities and performing inspections.
•Performs related duties as directed.

•Proficient in using laboratory information management systems and environmental monitoring software.

Education and Experience
•Bachelor’s degree in Environmental Science, Chemistry, Biology, Microbiology, Environmental Studies, or a related field from an accredited institution.
•Master’s degree in business administration, public administration, or related field preferred..
•Three to five years of progressively responsible management experience in water or wastewater plant or field operations, or related chemical process management is required.
•Extensive knowledge of regulatory compliance, particularly concerning the Safe Drinking Water Act and the Clean Water Act.
•Must possess a valid driver’s license.

•Should be able to use asset management software application and geographical information systems software application.
•Must be able to operate a variety of automated office equipment including computer, calculator, copiers, fax machines, two-way radio, and telephone.
•Physical demand requirements are at levels of those for light work.
