GENERAL SUMMARY

Assist with the development and maintenance of Facilities Project Review Committee (FPRC) & ENOC Facilities related schedules. Energy Northwest Operating Complex (ENOC) Projects, Facilities, and Commercial Engineering (FCE) department related schedules. Evaluate FPRC, ENOC and FCE department budget /costs and interface with manager and finance on findings and needed changes. Responsible for coordination, tracking and execution of Capital and Operations & Maintenance (O&M) project estimates. Track individual project and Facility work assignments to assure they are completed within schedule and budget. Develop system window schedules to support project management. Use available scheduling tools to help maximize efficient use of applicable resources. Manage (FCE) fiscal year (FY) and long- range schedules. Analyze and provide clear and concise Project and Facility budgets cost reports to customers.

PRINCIPAL ACCOUNTABILITIES

Perform the following financial business planning and risk functions:

Manage the Facilities/ Commercial Engineering fiscal year, long-range schedule and budget that includes evaluation and resolution of impacts due to changes in the schedule and or budget. Keep FCE Manager updated as needed.

Assist with development of project scope work with assigned project teams. Prepare project implementation schedules. Evaluate real-time cost data to determine the status and financial condition of a project.
As part of the project mgmt. team, attend project meetings, provide recommendations, collect financial documentation and work with the applicable personnel in determination of project scope for estimate/plan/cost development.
Evaluate and make recommendations to the responsible personnel/management for corrective actions to mitigate cost/schedule overruns.
Independently perform consistent reviews and provide and resolve findings for project/schedules within the group.
Manage and develop of the annual budget process for determining the fiscal year budgets for FCE department, FCE labor, FPRC projects and refueling outages.
Manage and provide monthly development reports towards Facilities, FPRC, and ENOC budgets and schedules.
Support the Columbia Station (CGS) Long-range Plan (LRP) used to determine Capital and Expense projects that populate the LRP in accordance with procedure requirements.
Facilities cost performance vs. budget variances and cost trends and analysis.
Independently provide charts/reports, graphical charts, statistical models, etc. as requested by management for planning and problem resolution.
Controls and reconciles department credit cards. Provide backup for Facilities Call Center, PM work management, procurement, contracts, training and In-processing.
Interpret Department Performance Indicators including collecting, updating and analyzing data to identify trends.
Evaluate budgets and interface with the budget manager and Finance on findings and needed changes.
Controller of all Facilities work requests to creation of all work order assignments. Create any other work orders for Facilities including FPRC projects on an as needed basis.
Serve as department records coordinator, maintain department cell phones, provide oversight for craft overtime reporting/scheduling, maintain union records for craft benefits (i.e. safety boots, RX glasses, work attire).

Perform other duties as assigned based on changing organizational needs.

Must participate on the Emergency Response Team (ERO) when designated. Must support the biennial refueling outage.

REQUIRED EDUCATION AND EXPERIENCE

Requires a high school diploma or GED and six years related experience in a Facilities, Maintenance, technical, project management or industrial environment. Additional education in lieu of experience may be considered on a one-to-one basis.


This position is open until filled.


Pay Range


$32.72 - $49.08 Hourly


Midpoint:


$40.90

Typically, selected candidates are hired between the minimum and midpoint of the range, based on applicable experience and qualifications, market rate, internal equity, and budgetary allowances.

Offers will be negotiated based on each candidate's qualifications.


Incentive Compensation

This role may be eligible to participate in our annual incentive plan. Incentives are earned based on employee performance against defined metrics and company goals.
