NATURE & SCOPE:
•This position is responsible for managing the operations of the PWC Electrical Systems in such a manner that will ensure its economic and competitive success. This includes aspects of a full-service electric utility, to include power supply, generation, transmission, distribution and service functions
LEVELS OF POSITIONS/DEPARTMENTS/WORK GROUPS SUPERVISED/DIRECTED:
•Supervises and directs the efforts of the Directors and Managers of the Electric Systems Engineering, Generation, T&D Maintenance & Construction, Power Supply & Compliance and Support Services departments.
ESSENTIAL DUTIES: (Direct and/or Delegated)
•To operate the electric systems of PWC to meet the strategic goals and objectives set by the CEO/GM and Commission
•To manage all the facilities, infrastructure and manpower to provide cost-effective, reliable electric utility services to all customers who are provided service by the PWC electric system
•To oversee and provide for the engineering requirements of the electric system
•To oversee and provide power supply and generation resources for the electric system
•To oversee and provide construction and maintenance services for the electric transmission and distribution systems
•To oversee and provide compliance to all regulations that apply to electric municipal utilities, e.g. federal, state and local and serve as the official “Compliance Officer” as it applies to NERC regulations
•To oversee and provide operation and maintenance of high and low voltage electrical equipment to include large metering services, apparatus repair facilities and electrical transmission and distribution substations
•To oversee and manage all aspects of personnel required for the running of an electric utility system demonstrating a high skill level of expertise in employee management
•To oversee and manage all aspects of consultants and contractors as needed to support the strategic goals of the Electric Systems Division
•To work effectively with the CEO/General Manager and other Divisions and support staff to meet all expectations related to providing service to PWC customers
•To properly manage and demonstrate expertise in financial planning and budgeting associated with a multi-million-dollar utility operation
•To represent PWC in a positive light to the employees, the community and our customers through participation in PWC communication and educational programs, as well as being active in national, state and regional technical organizations and local community organizations
•Other duties that may be assigned on a temporary or permanent basis to support the ongoing operations of PWC

•Thorough knowledge of principles, practices and concepts of generating/supplying utilities to a diverse consumer base
•Thorough knowledge of management concepts and practices
•Thorough knowledge of engineering concepts, theory, practices and applications
•Thorough knowledge of emergency planning concepts and procedures
•Ability to read and interpret technical documents and engineering drawings
•Ability to communicate effectively, both orally and in writing
•Ability to use applicable computer software programs for communication, word processing, spreadsheet and database management
•Ability to prepare and maintain reports/records
•Ability to manage, prioritize and delegate work
•Ability to manage/supervise people and projects
•Ability to establish/maintain effective working relationships with all levels of employees, customers, officials and the general public
MINIMUM QUALIFICATIONS:
•Bachelor’s Degree from an accredited college or university in an appropriate engineering field of study
•Minimum of ten (10) years’ experience working in an electric utility or related field
•Minimum of five (5) years as a Manager or “charge authority”
•Professional Engineer license
SPECIAL REQUIREMENTS:
•Must possess/maintain a valid North Carolina Driver’s License
•Knowledge and application of Six Sigma and/or Continuous Improvement concepts, preferred

•Must be able to perform the essential duties of the position
