The Customer Energy Resources (CER) Program Engineer position is responsible for keeping customer energy resource systems and programs running smoothly – connecting smart renewable energy programs, both current and legacy, and utility systems and field devices. The role focuses on ensuring smooth integration between program operations, field devices, and systems of record. This job requires an engineering and growth mindset with a fundamental understanding of technical/software (IT) systems analysis and data integration.
The ideal candidate combines technology expertise and data management skills; broader experience managing internal and external relationships, e.g., vendors, contracts, cross-functional teamwork; and a working knowledge of utility programs and operations. Ultimately, this position ensures that technical systems and processes, both in the field and within enterprise platforms, effectively support customer-sited energy resources and an ambitious declaration to build a strong, resilient, and sustainable Hawai`i.

- Engineering or Computer Science degree (Bachelor of Science or Master of Science) from an ABET-accredited college or university is required; and/or direct experience in utility grid operations and/or supporting infrastructure. Specific experience in DR/DER management systems is highly desired.
- Demonstrates detailed knowledge of the application of engineering theories and principles that are pertinent to the Job Responsibilities. This includes detailed knowledge of utility operations and/or DR/DER operations IT infrastructure, control systems, data acquisition, interval meters, and remote communications.
- Working knowledge and/or course work in utility operations or business systems. Working knowledge of DR/DER operations and programs.
- Detailed knowledge of personal computers and standard software applications such as Microsoft Office, including MS Word, Excel, and MS Access.
- Must have or be able to qualify for a State of Hawaii driver’s license. Must meet the standards for driving positions stated in the Hiring Standards for Driving Positions policy. These standards may be adjusted periodically to meet business and safety objectives.
- Must be a self-starter with a clear ability to research, plan, organize, execute and report on work with little supervision.
- Ability to perform independent research and to work in a creative, innovative, and motivated fashion.
- Demonstrated ability to analyze complex technical problems with unique or creative solutions.
- Strong interpersonal skills and the ability to communicate effectively with external and internal customers, occasionally dealing with difficult and/or sensitive issues using tact, courtesy, and discretion.
- In-depth analytical, organizational, planning, and conceptual skills to handle multiple projects, programs and priorities concurrently; must be able to multi-task.
- Effective oral, written, listening and platform skills to communicate with all levels inside and outside of the organization.
- Several years (5 or more) of experience in engineering or closely related field is required. An equivalent combination of education, training, and demonstrated ability may be considered.
- Previous hands-on experience managing projects and infrastructure. Experience with IT projects is preferred; including initial implementation, upgrades, testing, and release to operations.
The hiring range for the Program Engineer [Req ID 10003] position is $87,400.00 to $111,500.00. The person selected will be placed according to his/her skills and qualifications.
