Position Description
Seattle City Light, a department of the City of Seattle, is one of the nation’s largest municipally owned utilities in terms of the number of customers served. This position will work as part of the Budget Office team to develop the approximately $1.5 billion annual operating and capital budget for the utility. The job duties will include developing and monitoring the utility budget, working as the primary financial advisor to divisional management, and coordinating the work of O&M and capital project managers to forecast project spending, prepare detailed schedules, and monitor O&M and CIP performance.
The role will also have a strong focus on data analysis and visualization, including the development and maintenance of Tableau dashboards and reports for O&M and CIP performance tracking. This includes gathering requirements from stakeholders, extracting and transforming data from multiple sources, designing intuitive visualizations, and using analytics to identify trends, risks, and opportunities for operational and financial improvements.
This position provides support to management across the utility relating to budgeting, forecasting, procurement, data analytics, and other financial issues. The position will report to the City Light Budget Manager.
Job Responsibilities
- Serve as part of the Budget Office, which is responsible for the development and monitoring of the $1.5 billion annual budget of Seattle City Light. This includes labor budgeting, O&M budgeting, capital project planning, reporting, and data visualization.
- Act as the budget liaison with management and the primary financial advisor to departmental and divisional leadership. Prepare, monitor, and justify budget proposals and allocations for programs, and make recommendations based on data-driven insights.
- Work closely with CIP project managers and O&M managers/supervisors to implement forecasts and schedules in budget systems, translating this information to cash flow forecasts for financial statements.
- Function as a budget analyst during budget development, working directly with City Light management to prepare presentations, financial forecasts, budget justifications, and budget variance analysis.
- Develop, maintain, and enhance Tableau dashboards for O&M and CIP tracking, ensuring reports are accurate, timely, and tailored to stakeholder needs.
- Extract, clean, and analyze large datasets from multiple systems; use Excel, Tableau, and other analytic tools to identify trends, create visualizations, and support decision-making.
- Prepare overview documents for management, including capital program reporting and project variance analysis.
- Research and analyze complex financial and operational issues; prepare reports and correspondence outlining findings, visualizing results, and documenting recommendations.
- Assist project managers with new project setup, monthly spending monitoring, forecasting, reporting, and variance analysis.
- Support business area staff in navigating procurement, accounts payable, billing processes, and related financial workflows.
Qualifications
Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has:Requires three years of experience in systems, operations, procedures, research or analysis and a Bachelor's degree in business or public administration, finance, computer science or a related field (or a combination of education, training or experience that provides an equivalent background required to perform the work of the class).
Desired Qualifications - You will be successful if you have the following experience, skills, and abilities:
- Five years of experience preferred.
- Experience in performing financial analysis on proposed operating and capital investments and advanced knowledge of financial and accounting systems.
- Experience with performing analytics using various software including Excel, Tableau, Oracle, Peoplesoft and SQL. Experience with enterprise-wide financial systems, budgeting systems and capital project scheduling systems.
- Experience with electric utilities or city government.
- Excellent writing and oral communication skills.
- Demonstrated ability to train and work with a variety of non-financial managers on projects with large scope and visibility.
- Advanced Degree in finance, data analytics, accounting or project management.

Additional Information
The full salary range for this position is $ $54.28 to $ $63.26 per hour.
