Under general direction perform work of considerable difficulty in the management of an engineering division within the Engineering Department.
Design Division – This Division consists of three (3) areas of responsibility all of which are assigned to a Program Manager position. These are: (1) The oversight of contracted engineering professional services responsible for the preparation of construction bid documents required for projects required by the District’s Capital Improvement and Replacement Program to address deficiencies in the sanitary, storm and combined sewer collection system as well as at the District’s wastewater treatment and administrative facilities; (2) The design and bidding of small capital projects by District staff, supplemented by general services consultant services as needed, as well as the coordination of small infrastructure repair work in cooperation with the Operations Department; (3) the acquisition of property rights and surveying services in support of the District.
Provides leadership and manages the daily operations of an engineering division within the Engineering Department to meet District and Department goals; directs, develops and motivates staff to meet the objectives that assist in achieving the District's strategic business plan; supervise department staff; assist in the preparation of the departmental budget; meet with the public, contractors, consultants (engineers), regulators, and municipal officials; maintain records and prepare technical reports; conduct special assignments and projects of a complex nature. Technical functions may include but are not limited to ensuring District compliance with all applicable federal, state and local laws, regulations, and permits; oversee District programs that ensure compliance with all applicable federal, state and local environmental laws, regulations, and permits in the District's service area; oversee the management of the District's laboratory functions; ensure that plans, specifications and estimates are designed, prepared, constructed, reviewed and/or bid as required for the District; provide project planning and prepare the Capital Improvement and Replacement Program; monitor projects under design and construction.
Additional Responsibilities:
May perform related duties as required or as delegated by the Director.
Graduation from an accredited college or university with major course work in Engineering and eight years of licensed professional experience with at least three years of management or supervisory experience.
Knowledge, Skills and Abilities:
Considerable management and technical knowledge of the principles and practices of civil engineering, especially as it applies to water quality issues; thorough knowledge of applicable federal, state, and local laws and regulations; considerable skill in planning and directing the work of others; considerable skill in maintaining effective working relationships with consulting engineers, contractors, regulators, public officials, other District personnel and the general public; considerable skill in maintaining records and preparing technical reports; the ability to express oneself clearly and concisely both in oral and written form; considerable skill in preparing technical reports and making presentations.
SPECIAL REQUIREMENT:
Must have or within one year become a Licensed Professional Engineer or a licensed Professional Land Surveyor in the State of Missouri.
Must possess a valid driver license issued by the state in which the employee resides
