The Position
The Finance and Accounting Department is currently recruiting for an Accountant (Capital Assets) position. This position will primarily provide accounting support to departments related to capital asset and project accounting, take full-cycle ownership of transactions relate to the District’s capital assets and project systems (i.e. processing, reconciliation, and maintenance of data integrity), and develop subject-matter expertise. The role also assists in the creation of journal entries, reconciliations, and year-end audit support related to projects and capital asset transactions under the support of the Controller.
Essential Functions

•Assists in the preparation of the District’s Annual Comprehensive Financial Report (ACFR), including compilation and verification of all financial data, preparation of closing entries, financial statements – both budgetary and Generally Accepted Accounting Principles (GAAP) basis, footnotes and supporting schedules.
•Assists with the annual external audit process, including preparation of annual audit workpapers for external auditors, supporting analysis and schedules; assists in developing work schedules for meeting audit deadlines; works with other District staff in coordinating audit related work; assists external auditor by researching questions, resolving issues, creating reports and responding to auditor findings.
•Performs CIP project costing, infrastructure reporting, and analyzes fiscal year capital outlay and CIP purchases for proper reporting as capital assets. Maintains the fixed asset system, entering new asset additions, transfers and deletions and calculating annual depreciation expense.
•Prepares, maintains, and verifies complex records. Audits financial records for accuracy and proper reporting. Prepares the monthly and year-end closing of the general ledger, reconciles and balances subsidiary ledgers, and analyzes and adjusts accounts and ledgers as needed.
•Conducts surveys, analyses, and evaluations of procedural and operational accounting systems and problems; recommends modifications and improvements.
•Implements changes in accounting systems and procedures; works with operating department personnel as appropriate.
•Audits, proposes changes in procedures, and trains staff in internal controls over accounting transactions and assets; assists with implementation of new General Accounting Standards Board (GASB) pronouncements.
•Some positions may perform banking and investment transactions, and administer the purchasing card and merchant services program.
•Performs specialized accounting studies as assigned.

Qualifications
KNOWLEDGE OF:
•Generally Accepted Accounting Principles (GAAP);
•Principles and practices of accounting and financial analysis

•Pertinent Federal, State, and local laws, codes and regulations
SKILL IN:
•Analyzing, evaluating and communicating accounting, budgetary and capital project information, policies, and practices
•Interpreting and explaining fiscal policies and procedures
•Use of computers and software for financial information management, presentations, databases, word processing, and spreadsheets
ABILITY TO:
•Prepare and analyze a wide variety of fiscal and operating data, reports, procedures, and problems
•Ability to interpret and apply pertinent Federal, State, and local laws, rules, regulations, and policies
•Establish and maintain effective working relationships with those contacted in the course of work including a variety of District and other government officials, community groups, and the general public
•Ability to operate effectively in a team environment
•Ability to communicate clearly and concisely, both orally and in writing
Any combination of experience and training that would likely provide the required knowledges, skills, and abilities is qualifying. A typical way to obtain the KSAs would be:
2 years of experience in budget and accounting/financial analysis; Government budgeting/financial analysis is highly desirable;
Bachelor’s Degree in accounting, finance, business administration, or a related field.

Depending on hours worked and duration of the position, temporary employees may qualify for an offer of medical benefits, deferred compensation, and employee discounts. Temporary employees are eligible for sick leave at the rate of .0334 per hour worked upon beginning employment and may carry over up to 40 hours into the next calendar year.
