The position manages the Transmission Modeling Department to assure the reliable, economic, and coordinated operation of the PJM Interconnection in accordance with PJM Planning principles and standards and all applicable NERC and Regional Reliability Standards. The position provides technical and strategic support to the System Planning Division, the organization as a whole, and the PJM membership in addressing PJM planning and engineering issues in a competitive utility environment. The position ensures that the Transmission Model Development and Support functions are carried out in a manner that is inclusive of the concerns of all stakeholder groups and is fully integrated with the other elements of the PJM planning process as well as the functions of PJM operations and markets. This position reports to the Director, Modeling & Resource Adequacy Planning.
The Manager of Transmission Modeling group will assist the Director, Modeling & Resource Adequacy Planning and the Vice President, Planning in accomplishing the following goals:
Maintain the safety, adequacy, reliability, and security, of the power system.* Creation and operation of a robust, competitive, and non-discriminatory electric power market.
•Ensure that no member or group of members has an undue influence over PJM activities.
•Maintain the confidence of government entities and participants through demonstrated excellence in PJM's organizational performance.
•Deliver exceptional services with integrity, efficiency, and technical innovation through demonstration of PJM planning principles.
Essential Functions:* In support of PJM’s Vision and Mission, the Manager of Transmission Modeling will develop, communicate and implement effective strategies that support short, mid- and long-term objectives that affect the continual development of PJM’s System Planning Division. The Manager will keep pace with the demands of a rapidly growing business, anticipate problems and synthesize appropriate solutions, and provide the leadership necessary to effectively implement these initiatives. The Manager will be responsible for overseeing business functions while developing staff members and pursuing process & tool enhancements to achieve business efficiencies.
•In this context, the responsibilities of the Manager of Transmission Modeling as following:
•Vision/mission & Goals: Develops, communicates and implements the department vision/mission and strategic & tactical goals to accomplish the vision/mission.
•Business Functions: Leads the Transmission Modeling staff to accomplish following planning (RTEP, MMWG, NERC, SERC, EIPC, etc.), markets (RPM, etc.) and operations (OATF, etc.) business functions: 1) power flow model development, 2) short circuit model development, 3) retool efforts, 4) near-term transmission analysis, 5) adhering to applicable NERC (MOD, etc.) standards, 6) industry involvement & 7) support other relevant planning divisional needs.
•People Development: Responsible for competency development & technical training of the Transmission Modeling team.
•Process & Tools: 1) Identify gaps in “as is” modeling process & tools, 2) develop, quantify and prioritize “to be” business gains and 3) implement process & tool enhancements to realize such gains.
•Compliance: Performs analyses, prepares reports and maintain evidence to demonstrate compliance with NERC and regional reliability organization (RF, etc.) standards.
•Industry & Stakeholders: Supports the activities of PJM industry committees, task forces, state outreach and stakeholder groups involving issues related to Transmission Modeling.
•Ad-hoc: Prepares reports and presentations as necessary to support activities associated with the System Planning Division.
•Budget: Develops and manages a departmental budget within the overall company budgeting process.
•Additionally, Manager of Transmission Modeling must demonstrate following attributes:
•Demonstrate an in-depth understanding of power system engineering concepts, principles, theories, regulations, standards, reliability concepts and techniques especially as they apply to PJM operations, planning, and markets.
•Demonstrate an in-depth understanding of evolving industry regulatory issues as they apply to the PJM System and the role of PJM as an RTO.
•Possess an in-depth understanding of the PJM Governing Documents and Manuals
•Possess a detailed understanding of current and anticipated software, hardware and power system technologies and how they can be included in the further improvement of system planning.
•Be recognized as a problem solver that proactively addresses customer needs and reliability requirements with innovative, creative, and cost-effective solutions.
•Establish a sense of urgency to complete tasks in an efficient and cost-effective manner.
•Maintain an inspired culture that is centered on integrity and customer focus.
Characteristics and Qualifications:
Required:* Bachelor's Degree in Electrical Engineering, Electrical Power Engineering or 5 years of equivalent work experience
•2+ years of leadership experience in a managerial/supervisory role
•At least 10 years of related work experience which should include an in-depth knowledge of power system engineering principles, theories, regulations, standards, reliability concepts, techniques.
•An in-depth understanding of power system engineering principles, theories, regulations, standards, reliability concepts and techniques especially as they apply to PJM operations and planning. The successful candidate will possess an astute knowledge and understanding of the electric utility industry and the forces working to change it.
Preferred:* MBA, Business Administration
•5-10 years of leadership experience in a managerial/supervisory role.
•Ability and desire to build relationships and interact with a wide range of stakeholders and staff to maintain and enhance PJM’s customer service reputation
•Experience with PJM operations, markets, and planning functions
