The Vice President of Generation & Transmission will provide senior leadership to a growing new business segment within NTEC, NavEnergy, focused on new power generation (coal, gas, solar), transmission services, and system operations. In addition to strategic, financial, and regulatory responsibilities, this role will require hands-on technical / operations leadership over generation assets (combined cycle, peaking gas, coal), transmission systems new facility development and for overseeing testing and commissioning of new projects (coal, carbon capture, transmission,) as they become commercial and integrate into the fleet. The VP will play an important role in representing NavEnergy’s interest in FCPP as a minority owner as well as representing NavEnergy in strategic partnerships owning and operating these assets.
- Provide senior leadership and accountability for the full development lifecycle of power generation projects (natural gas/hydrogen, solar, storage) and transmission infrastructure.
- Lead all aspects of plant operations oversight, including combined cycle and peaking gas operations, coal-fired operations, and grid interconnection coordination.
- Provide leadership to Generation and Transmission Directors and the plant / facility managers that report to them.
- Oversee transmission services through wire-to-wire agreements, coordinating with utilities and grid operators in the Four Corners region.
- Integrate generation and transmission planning, ensuring that new generation assets are designed with optimal grid connectivity, reliability, and dispatch flexibility.
- Lead technical designs and engineering reviews while supporting development of detailed construction and commissioning schedules.
- Prepare, present, and manage capital budgets, annual capital and operating budgets, and project pro forma financial models.
- Supervise project risk assessments (e.g. fuel supply risk, congestion, dispatch risk) and propose mitigation strategies.
- Secure all required regulatory, permitting, and environmental approvals at the Federal, State, and Navajo Nation levels.
- Support interface with customers, negotiating Power Purchase Agreements (PPAs), transmission service agreements, interconnection agreements, and other commercial arrangements in coordination with Origination team.
- Identify, secure, and manage resources (internal staff, external consultants, contractors) along with strategic JV partners to meet project scope and objectives.
- Support NavEnergy procurement and construction teams in ensuring EPC contracts and resources are managed to deliver reliable projects on time and on budget.
- Collaborate with the Senior VP of HR and other functions to recruit and staff the generation / transmission organization, including operations, maintenance, engineering, and support staff.
- Mentor, supervise, and develop all employees under direct and indirect supervision, fostering a high-performance culture.
- Collaborate with NTEC’s executive leadership team to align the generation & transmission business with the broader enterprise strategy and goals.
- Monitor industry trends, regulatory developments, and grid planning changes, advising executive leadership on market opportunities and risks (e.g. hydrogen, CCUS incentives, grid deregulation, capacity markets).
- Serve as NTEC’s technical and commercial representative with external stakeholders (regulators, utilities, co-ops, power marketers, tribal governments).
- Bachelor’s degree in engineering (electrical, mechanical, power systems), Business, or related field; advanced degree (e.g., M.S., MBA) preferred.
- Extensive leadership experience (≥15 years) in the power generation and transmission industry, with increasing responsibility.
- Deep technical experience in combined-cycle gas turbine plants, peaking gas operations, and coal-fired plants, including operations, maintenance, and performance optimization. Experience in transmission planning, interconnection agreements, grid operations, transmission asset management and exposure to wholesale power markets.
- Demonstrated leadership as manager of managers.
- Demonstrated responsibility for business unit bottom-line results, managing large O&M and capital budgets and ensuring business unit profitability.
- Experience with new plant development (from concept through commissioning), including EPC management, technology selection, and integration.
- Experience securing regulatory approvals, permitting, and navigating multi-jurisdictional stakeholder environments (federal, state, tribal).
- Track record of negotiating PPAs, transmission agreements, and commercial contracts.
- Strong financial acumen, the ability to build business cases, and fluency with pro forma and scenario analysis.
- Proven leadership, communication, and stakeholder management skills, able to engage across technical, commercial, regulatory, and political realms.
- Ability to recruit, mentor, and retain top talent and to build a cohesive organization.
- Experience or familiarity with the Four Corners area, Navajo Nation regulatory, permitting, cultural, and political environment is a distinct advantage.
- Experience or knowledge in carbon capture, sequestration, hydrogen integration, or other low-carbon generation technologies is a plus.
- Strong analytical, strategic thinking, and problem-solving capabilities.
- Willingness to travel as needed and engage in field oversight.

Works in office environment and site environment. This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
