General Summary
Through mastery of skills and extensive subject matter knowledge, conducts the analysis, design, development, implementation and evaluation of Columbia Generating Station (CGS) licensed operations and Non-Licensed training programs in accordance with the CGS Systematic Approach to Training model and applicable plant procedures. Drives station and personnel performance improvement through the use of training. Assures training programs comply with all regulatory requirements and support continued accreditation by the National Academy of Nuclear Training. Maintains knowledge of plant operations, disciplinary skills and techniques, commensurate with the responsibility to develop and conduct effective, high quality training.
Provide programmatic oversight and direction in the implementation of Energy Northwest’s Fire Brigade/Medical Personnel Training Program ensuring compliance with internal and external codes and standards and consistent implementation of all phases of the Systematic Approach to Training Model. Develop, conduct and manage training and qualification for the program.
Principal Accountabilities
- Implement Operations Training Programs by:
- Providing technical instruction utilizing approved training materials and applying appropriate learning strategies in classroom, plant, and simulator training settings.
- Administering written tests to measure achievement of training lesson learning objectives.
- Monitoring student performance by analyzing and interpreting test data, performing student remediation, and providing appropriate student counseling.
- Achieve and maintain Columbia Generating Station Senior Reactor Operator Certification.
- Develop and Maintain Operations Training programs by:
- Performing needs analysis, job analysis, and task analysis to determine the basis for training.
- Designing and developing new training materials based on the results of analysis to assure training program content meets participants’ needs.
- Ensuring training programs comply with applicable requirements, have correct technical content, and meet participant needs.
- Perform Simulator Instructor duties by:
- Accurately evaluating the performance and effectiveness of the crew and the individual through observation and review of documented activities.
- Demonstrating and promoting effective communications, using both verbal and nonverbal methods.
- Oversee the Operations Training Programs by:
- Monitoring the physical condition of program training materials to ensure they are current and technically correct.
- Identifying, implementing, and directing changes to task lists, training matrices, training program descriptions, course catalogs, and training materials.
- Interacting with training supervisors, managers, plant supervisors and managers, other training personnel, subject matter experts, and job incumbents demonstrating the ability to understand, empathize, and remember in situations such as interviews for analysis or evaluation, instructional sessions, and meetings or committees.
- Maintain minimum instructional and technical qualifications for the position by:
- Attending seminars, professional meetings, and industry training workshops.
- Attending quarterly Instructor Skills Continuing Training.
- Participating in structured in-plant activities to keep current with technical issues
- Achieve and maintain First Aid/CPR/AED Instructor Certification through the American Heart Association, American Red Cross or Medic First Aid.
- Assist training management to set department and division policy and direction by:
- Coaching and development of less senior training specialists.
- Ensuring efficient and cost effective Nuclear Training Division operation.
- Determining which performance problems are most effectively solved by providing training and those best solved with other solutions.
- Develop, implement, oversee and maintain the Fire Brigade Program by:
- Programmatic responsibility for the development, implementation and coordination of the initial and continuing Fire Brigade Training Program, including providing instruction to all Energy Northwest Fire Brigade members assigned to the program. Ensure program compliance with the Federal, State, and Station requirements and commitments as outlined in FSAR, Technical Specifications, NFFPA, WAC and 10 CFR 50.120.
- Coordinating the development of complex training programs and training materials to support the needs of the Fire Brigade Training Program. Ensure development is consistent with regulations and codes.
Must participate on the Emergency Response team (ERO) when designated.
Must support the biennial refueling outage.
Required Education And Experience Training Specialist III - Operations/ Fire Brigade/ Medical Training
Requires a Bachelor’s degree in a technical field from an accredited college or university and at least two years of experience in the operation or operations training of a commercial or Naval nuclear power plant.
OR Associate’s degree in a technical field and four years of experience in the operation or operations training of a commercial or Naval nuclear power plant.
OR HS/GED diploma and six years of experience in the operation or operations training of a commercial or Naval nuclear power plant.
AND Five Years As a Nuclear Fire Brigade Member Which Includes At Least Two Years Is a Fire Brigade Leader, Plus Some Additional Firefighting Experience. The Additional Experience Could Include At Least One Of The Following
- State approved Fire Fighter 1 certificate.
- >2 years as an active volunteer member of a local fire department.
- Other significant fire-fighting experience deemed equivalent by the Plant Fire Marshal.
Deviation from the above can only be with Fire Marshal concurrence and be based on proof of other significant experience and training.
Training Specialist II - Operations/ Fire Brigade/ Medical Training
Requires three years of experience working in a fire department (municipal, military, government) that includes at least a Fire Fighter
OR Five Years As a Nuclear Fire Brigade Member Which Includes At Least Two Years Is a Fire Brigade Leader, Plus Some Additional Firefighting Experience. The Additional Experience Could Include At Least One Of The Following
- State approved Fire Fighter 1 certificate.
- >2 years as an active volunteer member of a local fire department.
- Other significant fire-fighting experience deemed equivalent by the Plant Fire Marshal.
Deviation from the above can only be with Fire Marshal concurrence and be based on proof of other significant experience and training.
Pay Range Training Specialist III - Operations/ Fire Brigade/ Medical Training Salary:
$122,681 - $184,021
Midpoint:
$153,351
Training Specialist II - Operations/ Fire Brigade/ Medical Training Salary:
$106,670 - $160,006
Midpoint:
$133,338
Typically, selected candidates are hired between the minimum and midpoint of the range, based on applicable experience and qualifications, market rate, internal equity, and budgetary allowances.
Incentive Compensation
Offers will be negotiated based on each candidate's qualifications.
This role is eligible to participate in our annual incentive plan. Incentives are earned based on employee performance against defined metrics and company goals.
