Reporting to the Manager, Regulatory, the Team Leader, Product Safety & Regulatory
position is responsible for managing and maintaining knowledge of the legislation associated with lubricants, base, process oils and specialty products. As well, providing expert advice and services in order to ensure our products and packaging are in compliance in Canada, US and other countries in the world where HFLS products are sold. This role is responsible for developing and integrating all HollyFrontier Lubricants and Specialties product safety, packaging and labelling regulatory initiatives that are aligned with the business strategy working closely with R&D and business leads in IT, Global Supply Chain, Global Marketing, Quality Assurance, Procurement and Manufacturing; ensuring implementation while mitigating risk and interruption to the business.
- Work effectively with industry associations, industry peers and suppliers, to ensure HFLS maintains/ improves its credibility with government(s) and regulatory bodies
- Develop, maintain and communicate an overview of emerging issues that can have a material impact on our operations, in order to: develop an appropriate approach to government advocacy to influence the outcome and work with business planning functions to ensure that the business impacts are understood and either mitigated or properly represented in business planning activities
- Oversee and lead R&D activities for various REACH programs (EU, UK, Korea, Turkey, China) and USA TSCA Inventory updates
- Oversee and lead specific country regulatory approvals on products and ensure legislated approvals are met
- Oversee and lead regulatory compliance and product safety evaluations of all material that are purchased, manufactured and/or sold
- Develop short and long term labeling and packaging strategies with input from GSC, Marketing and Procurement
- Ensure alignment with Global Supply Chain, Sales, and Global Marketing and Quality Assurance to determine labelling and packaging requirements
- Initiate, lead and collaborate efforts for packaging development, engineering and innovation, with Global Supply Chain, Procurement, Global Marketing and Quality Assurance to develop or refine optimized labelling packaging solutions that promote and enhance our brand and product protection. - Organize and facilitate meetings to maintain progress of projects. Track critical attributes of projects to ensure accountability and efficiency
- Steward the identification and resolution of regulatory issues with various business teams
- Lead resource to IT Business Partners for SAP scoping, upgrades, implementation and amalgamation of modules for all labelling functions as HFLS merge to one platform
- Look for opportunities to reduce waste in packaging and recommend efficiencies
- Oversee research and advise on new requirements for entering new markets or changing regulations
- Interpret technical issues into clear and concise concepts
- Build the Product Safety and Regulatory Advisors, within direct responsibility, to be viewed as the internal subject matter experts on emerging product safety and regulatory issues
- Manage the Regulatory expense budget within their area
- Adhere to all safety, quality (ISO 9001, IATF 16949) and environmental (ISO 14001) standards, procedures and initiatives. Ensure compliance and document and maintain records
Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.
- Minimum of eight to 10 years of related experience in Regulatory and Product Safety
- Formal leadership experience is a strong asset
- Regulatory, Product Safety experience in a chemical or related industry is preferred
- Experience within both a Marketing and Manufacturing environment
- Bachelor’s degree in Chemistry, Science or related field of study is preferred however, a combination of education and experience may be considered
- Competent in interpreting and advising on regulatory legislation
- Advanced knowledge of manufacturing processes, test methods and related terminology
- Ability to work with a variety of stakeholders whose needs, demands and expectations may be difficult to determine, and may change frequently, without notice
- Good problem solving skills and ability to represent complex technical and business issues and interact both internally (across HFLS) and externally (regulators and legislators, industry peers, industry associations, and subject matter experts)
- Strong communications skills (written and oral) are required to effectively position complex industry issues with external stakeholders as well as internal departments and facilities
- Effective listening skills are a necessary complement to communications skills

- Strong Financial skills in order to manage a ~$2 Million CAD Regulatory expense budget within their area
- Understanding of Marketing and related concepts is preferred
- Supervise a team of four (4), including a Regulatory Advisor - Global Product Labelling, a Regulatory Advisor and two Product Safety Specialists
- Work is currently located in Research and Development Wing at Sheridan Park but could be based out of any of the HFLS facilities (Mississauga, . This is an office based role with infrequent business travel.
