Summary
Accountable for the daily management and coordination of NYPA’s overall operations, including overseeing, monitoring, and evaluating the operational performance; directing the preparation of operating budgets and proposals for capital expenditure and investments in infrastructure, technology, equipment, systems, or other assets and resources; analyzing and approving operational investments that best meet the organization's business needs. Manages or has responsibilities across multiple disciplines within the Operations job family.
This position is located in NYPA’s Northern Region and will report to the Massena Substation and to the future maintenance center in/near Malone NY. This position will manage the Transmission Management and Union staff, including Operators, Technicians, Electricians, Mechanics, and other functions that support Transmission O&M.
Responsibilities
•Manage and develop employees including performance management, salary administration, succession planning and workload balancing. Identify and recommend department staffing level requirements.
•Support the implementation of the Bargaining Unit agreement, to ensure the availability of an effective workforce pursuant to the agreement. Work with First Line Supervisors and Labor to develop bargaining unit employees, administer discipline to correct behavior, handle Step B grievance meetings, etc.
•Develop and prepare short- (1-2 yr), mid- (5-6 yr) and long- (10 yr) term plans that are included in the Regional Asset Management Plan. Direct and/or prepare records for submission of administrative, operating, maintenance, O&M and capital budgets, and other reports.
•Conduct on-going risk analysis using key risk indicators and other risk identification methods considering both likelihood and impact of risks; develop formal risk response plans for risks above accepted risk appetite levels as prescribed in the Asset Management Risk Framework
•Identify, prioritize, and initiate projects originating from the Regional Asset Management Plan (RAMP) that are strategic improvements to the Asset Management Plan, or that mitigate risks associated with current assets.
•Through the Utility Operations Project Portfolio (UOPP) gated workflow process, evaluate project options for asset optimization giving due consideration to risks, costs and expected performance. Assist with developing business cases with cost/return analysis evaluating the benefits and risks of proposed solutions/additions.
•Support development of the site capital and non-recurring O&M plan and participate in the UOPP process. Provide site support for execution of the plans, where applicable.
•Provide leadership, motivation, and collaboration, critical for successful NYPA asset management.
•Lead, manage and drive the use of digital systems (Maximo, APM, DataSplice, GADS) to their fullest extent.
•Promote the goals and benefits of Asset Management, and develop "line of sight" awareness through training and other communications such as "Asset Savvy" channels (e.g., the quarterly magazine, digital signs, etc.)
•Administer and enforce adherence to NYPA Asset Management policies and procedures with a focus on NYPA Configuration Management.
•Enhance communication between departments within NYPA through building relationships with stakeholders.
•Interface with WPO Energy Resource Management, WPO Engineering, Project Management and other departments outside Utility Operations.
•Provide Senior Management with status of the operations/maintenance activities on a readily available basis, assessing work progress and recommending alternate plans.
•Appropriately plan for contingencies during inclement weather, system/equipment incidents/emergencies.
•Develop skills and pursue opportunities to fill in for Regional Manager.

•Ability to understand, identify and resolve conflict. Conflict can involve labor, technical, operational, and financial issues.
•Ability to effectively tie together the daily operational/maintenance tasks and emergent activities to the overall annual goals of the department to provide cohesive direction
•A working knowledge of Financial Statements to understand revenue and expense streams, and how the department can enhance revenue or reduce expenses
•Ability to construct and issue reports for production, compliance, budgets, and long-term projects. Ability to organize and present technical and budgetary project proposals to senior management.
•A thorough practical and theoretical knowledge of the machinery and processes necessary to run the generation and transmission business.
•A working knowledge of how NYPA interacts with other utilities, regulatory agencies, customers, and other outside organizations.
•Maintain a working knowledge of NYPA local, regional, and corporate policies and procedures.
•Proficient with computer applications, including Maximo, Microsoft Office Suite (Excel, Word, Project, Outlook, PowerPoint) and Teams, and computer-based planning & scheduling software.
Education, Experience and Certifications
•Bachelor’s degree in Electrical, Mechanical, Civil, Engineering or equivalent (Construction Management, etc.) technical discipline
•Minimum of 7 years of experience in the electric utility power plant operations or related industry, or 4 years military background with some utility experience
•Demonstrated experience successfully collaborating on multi-department or multi-site project(s)
•Demonstrated experience successfully developing a diverse collaborative team.
•Minimum 3 years experience managing teams or projects. 5 years supervisory experience with union and salaried staff preferred.
•Clearance Holder/Requester (Lockout/Tagout) experience, preferred.
•P.E. License, preferred.
Physical Requirements
•Up to 20% travel primarily within NY State.
•Protective equipment must be worn in the performance of some duties.
•Work with hazardous materials may be required.
•Ability to access all areas of the plant and conduct physical evaluations of grounds and equipment including ability to climb and work at high elevations.
•Ability to perform physically demanding work while wearing a respirator.
•Extended working hours with the possibility of weekend and holiday work, as required by schedules, workload, and plant conditions.
•Able to lift/move objects weighing in excess of 40lbs.
