Aqua Virginiabusiness as our
State Engineer! In this crucial role, you will plan and identify future capital improvements necessary to maintain proper water & wastewater service as well as maintaining compliance with regulatory requirements.
Essential Duties
- Assist in the development / implementation of annual capital improvement plans that identify and prioritize capital projects; this involves assisting in the development of annual capital budget for Virginia, which includes selecting design approaches and estimating project costs.
- Oversee and/or perform the design & construction coordination of regional capital & maintenance projects; this includes preparation of contract documents as well as developing of cost estimates while utilizing both in-house & contract resources (as required).
- Prepare cost estimates for capital projects as well as construction schedules for the work; this involves overseeing design & construction activities to meet established budgets & timelines, as well as managing assigned projects to ensure that the company's financial & operational objectives are achieved.
- Coordinate design & construction phases of projects with teams of interested internal parties/stakeholders/departments, outside contractors, and suppliers; this involves obtaining all needed inputs for design as well as ensuring that all operational needs are addressed.
- Prepare (or direct the preparation of) permit applications for construction of assigned capital projects; applications cover a wide range of land development, zoning, construction, and environmental approvals (at the local & state levels, and at times, at the federal level), so this involves meeting with local officials and regulatory agency personnel to obtain project permits & authorizations.
- Represent the company at various federal, state and local levels; this involves establishing and maintaining positive public relations with key customers, local officials, state & federal regulators, other state agencies, elected officials, and industry groups.
- Provide engineering due diligence services for company acquisitions; this involves identifying capital improvement needs for candidate systems as well as estimating the costs and timing of needed improvements; this person will also provide cost/benefit analysis to determine value of acquisition for purchase decision-making.
- Oversee maintenance of water system maps, records, and electronic data (i.e.: hydraulic models, standard specifications, etc.).
- Maintain standard design and materials specifications for water & wastewater infrastructure.
- Assist in the review and application of new technologies that would improve water quality and/or service to customers.
- Serve as Aqua’s Liaison with Developers and outside engineering firms on the construction of facilities & infrastructure associated with new development and service extensions.
- Coordinate the creation of mapping and plat description requirements associated with new CCN filings in support of new development & service extensions.
- Work closely with the Business Development and Environmental Compliance groups to assure all permit applications are filed in a timely manner to ensure no delays in the providing of service for new developments as well as service extensions.
- Attend study forums conducted by various government agencies and professional organizations.
- Perform other related activities, as assigned.
- Bachelor's Degree in Civil, Environmental or Sanitary Engineering
- At least 5 years of professional experience working in water / wastewater engineering (including at least 2 years of experience as a Licensed Engineer with project design responsibilities).
- Must be a registered Professional Engineer (PE) in VA (we will consider someone with a PE in another state as long as they have the ability to obtain Virginia registration within six (6) months).
- Working knowledge of CAD.
- Knowledge of SAP is preferred.
- Must have the ability to deal effectively with employees, local officials, regulatory agencies, customers, and the public.
- Excellent organizational skills.
- Ability to work well under pressure.
- Ability to work on multiple projects simultaneously and adapt to changing priorities in a fast-paced environment.
- A Team Player demeanor with the ability to work effectively and multi-task in a team-fostered environment.
- Perform sedentary work - exerting up to 20 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects (including the human body); sedentary work involves sitting most of the time.
- Working conditions include frequent travel within the state and to work sites of Aqua across Virginia.
- Travel Requirement – 30%
- Availability to participate in departmental on-call rotation with the ability to respond 24/7 to emergency requests.
